European Diplomats Draft Demands Jerusalem Protection

The European draft report quoted below recommends the imposition of punitive measures against Israel as a protest of its regime of continuous building of colonies (settlements) in the occupied territories and Jerusalem and the continued demolition of Palestinian houses. Among the EU recommendations: “Deployment of EU observers in the places of settlement construction and demolitions, dealing with East Jerusalem as capital of a future State of Palestine, and re-open PLO offices in Jerusalem”. The report – drafted by representatives of European missions in Jerusalem and Ramallah, most of them in the rank of consul, was recently submitted to the European Union – demands from the EU to tighten the steps to protest against Israel and is the continuation of a document by European consuls submitted about a year ago.

- A more active and visible implementation of EU policy on East Jerusalem.
- Using meetings with Israeli authorities to give a clear and consistent message on East
Jerusalem.
- Appropriate follow-up to the submissions.
- Mandating HoMs in Jerusalem and Ramallah to continue the work to reinforce the
EU policy on East Jerusalem.

EU HEADS OF MISSION REPORT ON EAST JERUSALEM

JERUSALEM AND THE PEACE PROCESS

1. Jerusalem is one of the most complex issues to be addressed in any peace process. The city embodies the essence of the conflict: territory, nationhood and religion. Since its occupation and annexation by Israel (illegal under international law and not accepted by the international community), the increasing integration of East Jerusalem into Israel has left Palestinian neighborhoods ever more isolated. Israel is, by legal and practical means, actively pursuing its annexation by systematically undermining the Palestinian presence in the city. A recent Israeli law requires a two-thirds majority in the Knesset or approval in a referendum for withdrawal from occupied East Jerusalem. Moreover, the past year has again seen a further deterioration of the overall situation in East Jerusalem. If current trends are not stopped as a matter of urgency, the prospect of East Jerusalem as the future capital of a Palestinian state becomes increasingly unlikely and unworkable. This, in turn, seriously endangers the chances of a sustainable peace on the basis of two states, with Jerusalem as their future capital.

2. The continued expansion of settlements, restrictive zoning and planning, ongoing demolitions and evictions, an inequitable education policy, difficult access to health care, the inadequate provision of resources and investment and the precarious residency issue have not only serious humanitarian consequences, they undermine the Palestinian presence in East Jerusalem. The interlinked Israeli policies and measures continue to negatively affect East Jerusalem’s crucial role in Palestinian political, economic, social and cultural life. This has contributed to the increasing separation between East Jerusalem and the rest of the West Bank and Gaza. The wider political consequences of the above measures are of great concern. Over the past few years the changes to the city have run counter to the peace process. Attempts to exclusively emphasize the Jewish identity of the city threaten its religious diversity and radicalise the conflict, with potential regional and global repercussions. The interest of safeguarding the religious, historical and symbolic values of Jerusalem goes beyond the Israeli-Palestinian conflict. This EU HOMs Report on East Jerusalem aims to provide an update on the situation in the city and policy recommendations.

EU POLICY

3. EU policy regarding East Jerusalem is based on the principles set out in UN Security Council Resolution 242, notably the inadmissibility of acquisition of territory by force. In accordance with international law, the EU regards East Jerusalem as occupied territory and has never recognised the Israeli 1980 Basic Law (Jerusalem, Capital of Israel) which annexed Jerusalem as Israel’s “complete and united” capital and modified the city’s municipal borders. This is in line with UNSC Resolution 478 in which the Security Council decided not to recognise this Basic Law and other actions that “seek
to alter the character and status of Jerusalem”. The resolution also calls upon all UN Members that had established diplomatic missions in Jerusalem “to withdraw such missions from the Holy city”. The EU considers Jerusalem as a final status issue in the Israeli-Palestinian conflict and opposes any measures that would prejudge the outcome of peace negotiations, such as actions aimed at changing the status of East Jerusalem.

4. In conferences held in 1999 and 2001, the High Contracting Parties to the Fourth Geneva Convention reaffirmed the applicability of the Convention to the Occupied Palestinian Territory, including East Jerusalem, and reiterated the need for full respect for the provisions of the said Convention in that territory.

5. In 2004, the EU acknowledged the Advisory Opinion of the International Court of Justice (ICJ) on the “Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory”. While the EU recognises Israel’s security concerns and its right to act in self-defence, its position coincides with the ICJ Advisory Opinion according to which the sections of the barrier route which run inside the West Bank, including East Jerusalem, together with the associated gate and permit regime, violate Israel’s obligations under international law.

6. The Council conclusions of 8 December 2009 reaffirm the longstanding EU policy. According to the Conclusions, the EU will not recognise any changes to the pre-1967 borders including with regard to Jerusalem, other than those agreed by the parties. The EU has never recognised the annexation of East Jerusalem and states that “if there is to be a genuine peace, a way must be found through negotiations to resolve the status of Jerusalem as the future capital of two states”. The EU has repeatedly urged the Government of Israel to immediately end all settlement activities in East Jerusalem which the EU considers illegal under international law and calls on the Israeli government to cease all discriminatory treatment of Palestinians in East Jerusalem

SETTLEMENTS
7. The demographic factor is a central element in Israeli policy. In 1967, Israel extended its jurisdiction over East Jerusalem. At the same time, by adding some 70 km² it redefined the municipal boundaries of Jerusalem. Today, some 924 000 people live within these municipal boundaries, of which around 30 percent are Palestinian. It has been a stated aim in official planning documents to prevent the Palestinian population from becoming more than 30 percent of the municipality’s total population.

Successive Israeli governments have pursued a policy of transferring Jewish population into the occupied Palestinian territory (oPt) in violation of the Fourth Geneva Convention and international humanitarian law. In East Jerusalem 35 percent of the land has been expropriated for “state land”. Only citizens of Israel or those legally entitled to claim Israeli citizenship (i.e. Jewish) can buy property built on state land. As a consequence, out of a total of more than 500 000 settlers in occupied Palestinian land some 190 000 Israeli settlers today live in settlements inside East Jerusalem. Between 2001 and 2009, 37 percent of all settlement housing units in the occupied Palestinian territory were located in East Jerusalem.

8. In 2003, Israel committed under the Roadmap to reach a permanent agreement that would include a negotiated solution on the status of Jerusalem and to freeze all settlement activity, including “natural growth”. The Israeli government reaffirmed its Roadmap commitment to a settlement freeze at the Annapolis conference in 2007. In November 2009, the Israeli government announced a 10-month settlement moratorium (expiring at the end of September 2010) which resulted in a partial freeze of construction of new settlement housing units in occupied Palestinian territory. However, based on Israeli claims that the Jerusalem municipality constitutes Israeli territory, the commitment to stop settlement activity has never been interpreted by the Israeli government as applying to East Jerusalem. For several months during the first half of 2010, a decrease of settlement activity in East Jerusalem has been noted. Since the end of the moratorium, however, renewed settlement activity has taken place.

9. There are two kinds of settlements in Jerusalem:

a) Small settlement buildings or compounds established by ideologically motivated settlers predominantly in the Old City and the Historic Basin. By establishing these settlements in the midst of Palestinian neighbourhoods the settlers are creating new facts on the ground by attempting to prevent a division of the city, taking advantage of the so called Clinton parameters (i.e. an understanding that neighbourhoods that are Jewish will become Israel and those that are inhabited by Palestinians will become part of a Palestinian state).
b) Israeli Government initiated Jewish “neighbourhoods” built on land occupied by Israel in 1967. These settlements can be divided into two rings – outer and inner – which squeeze East Jerusalem and separate Palestinians from the city.

Settlements in the Old City – Historic Basin

10. The Old City and its immediate environs to the south and east are commonly referred to collectively as the Historic Basin. This area includes the Palestinian neighbourhoods of Silwan, Ras al- Amud, At-Tur, Wadi al-Joz and Sheikh Jarrah and contains the majority of the historical and holy sites of Jerusalem. These are Palestinian residential areas, but since the occupation of East Jerusalem in 1967, the land has progressively fallen under the control of various pro-settlement Jewish organisations. Today, it is estimated that around 5000 settlers live in the area. The focus of the settler organisations has included settlement activity related to excavation of archaeological sites, services for tourists and recreational facilities. In spite of the fact that these activities are often being implemented
by private organisations, such as Ataret Cohanim and El’ad (see archaeology section), they still form part of an overall pro-settlement strategy, the realisation of which is facilitated by the Government of Israel as well as the Jerusalem municipality.

11. The strategic settlement push is made evident through the continued expansion of settlement activities around and within the Historic Basin. This creates a settlement continuum, comprised by a swath of smaller settlements, public parks, archaeological sites and tourist complexes along the eastern and southern wall of the Old City. These activities effectively encircle and contain the Historic Basin, cut off the territorial contiguity between the Palestinian neighbourhoods of East Jerusalem and the Old
City and separate the Muslim and Christian holy places from the rest of East Jerusalem.

12. Various methods are used to strategically gain control of Palestinian properties: through the Absentee Property Law, on the basis of claimed Jewish ownership (pre-1948), or through the purchase from the owners. As a consequence, land and property have gradually fallen under the control of various private settler organizations, often with state support. Documents released in early November 2010 point to irregularities in the way that Israeli state-seized land was passed to settlement organisations without the proper tender processes and due diligence. This raises questions over the extent of influence settlement organisations enjoy inside the relevant authorities. At the same time, under Israeli law Palestinians are precluded from reclaiming pre-1948 property in Israel or in West Jerusalem.

13. Moreover, private Israeli settler organisations have continued to take over property within the Old City where today the number of Jewish settlers is estimated at around 4000. These settlers presently occupy property in all quarters of the Old City. Often these properties are wedged tightly in between existing Palestinian dwellings (sometimes settlers will occupy individual apartments in buildings also inhabited by Palestinian families). The close proximity between settlers and Palestinians in the Old City only adds to the considerable tension that already exists in the area. In July 2010, settlers seized a two-storey house in the Muslim quarter, thereby displacing several Palestinian families. In Sheikh Jarrah, preparations for building activity are in place on the Shepherd’s Hotel site. In March 2010, building permits were issued for 20 new housing units on the site.

14. In January 2010, the Municipality approved construction permits for 24 new apartments in four buildings in the private settlement of Beit Orot on the Mount of Olives. There are currently 14 families and 80 yeshiva students living in the settlement which is in the middle of a Palestinian neighbourhood. In the neighbourhood of Ras al-Amud, renovation and construction work started for 14 new apartments in the old Police Station, although the permits have not yet been issued. The plan is to expand the nearby settlement of Ma’ale Zeitim from 60 housing units to more than 200 by incorporating this new site.

15. Concerns remain about the Open Spaces project, which foresees, inter alia, in the establishment of a sequence of gardens and parks around the Old City, running through Palestinian neighbourhoods. The plan risks furthering limit Palestinian construction and living space in East Jerusalem.

The Inner Settlement Ring
16. The inner ring comprises large government-initiated settlements within the Israeli-defined municipal boundary of Jerusalem. They are home to approximately 190 000 Israeli settlers. Wedged in between East Jerusalem and the rest of the West Bank, these settlements in combination with the barrier effectively cut Jerusalem off from the rest of the West Bank.

17. As from November 2010, administrative planning procedures for settlement activity in East Jerusalem have resumed very intensively. Four new town plan schemes (the first since March) have been approved for public review, altogether for 1 275 new housing units in the settlements Ramot and Har Homa and 625 in Pisgat Ze’ev. The expansion of Har Homa, in particular, implies the further completion of the inner ring as it foresees housing units outside the already built-up area. Also in November 2010, the Israeli authorities advanced East Jerusalem settlement construction by issuing tenders for the construction of 238 housing units in the settlements of Ramot and Pisgat Zeev. An additional 479 tenders were issued for construction in Har Homa, Gilo, Pisgat Ze’ev and East Talpiot (on the basis of plans approved prior to 2010). Finally, the implementation of a controversial construction project to build four new hotels, with 1 400 rooms in No-Man’s Land near Talpiot was revived in early July (but has been temporarily shelved following international protest).

The Outer Settlement Ring
18. The outer ring consists of settlements outside Jerusalem’s municipal boundary but largely on the west side of the barrier. These settlements further isolate Jerusalem from the rest of the West Bank. They include the three main “settlement blocks”: Giv’at Ze’ev, Ma’ale Adumim and the Gush Etzion bloc, home to approximately 100 000 settlers.
19. Concerns remain about areas that have been designed for further settlement expansion, such as the E1 area (situated between Jerusalem and the Ma’ale Adumim settlement). In this area, there is a longstanding plan to build a new settlement with 3 500 units for around 14 500 settlers. The plan includes an industrial park, a police station, large-scale infrastructure, commercial development and recreational facilities. In 2008, the police headquarters of “Judea and Samaria” moved to E1. The implementation of the E1 project would not only divide the West Bank into a northern and a southern part but also, by establishing contiguity between the settlements and Jerusalem, be the final step to geographically cutting off East Jerusalem from the rest of the West Bank.

ARCHAEOLOGY
20. A clear example of government involvement in settlement activities in the Historic Basin is the outsourcing of archaeological undertakings to private Israeli pro-settlement organisations. The use of archaeology as a politico-ideological tool in the Wadi Hilweh area just south of the Temple Mount/Haram Al-Sharif (often referred to as the “City of David” area) is a source of increasing concern. According to historic accounts, biblical Jerusalem originated in this area some 3 000 years ago and the place has been the subject of numerous archaeological excavations throughout the last century.

21. The management of the various archaeological sites in Wadi Hilweh/City of David has now been largely placed in the hands of a pro-settlement Jewish NGO by the name of El’ad. Over the years this organisation has successfully obtained an increasing amount of government funding for its archaeological undertakings. The organisation has entered into a partnership with the Israel Antiquities Authority which is paid directly by El’ad to physically carry out the excavations without Palestinian involvement or international oversight. Furthermore, with the support of the Jerusalem municipality, El’ad has been successful in securing a contract from the Israel Nature and Parks authority to manage
an archaeological visitors’ park in Wadi Hilweh/City of David. Consequently, not only the excavation, but also the presentation of the archaeology of ancient Jerusalem has been outsourced to El’ad.

22. This has resulted in a strong monopolisation of the historical narrative, exploiting the biblical and Jewish-Israeli connotations of the area while effectively disenfranchising Arab/Muslim claims of historic-archaeological ties to the very same place. The overarching purpose of such a pre-programmed approach to the presentation of archaeological evidence in the area seems to be a concerted effort to utilize archaeology to enhance a claimed historic Jewish continuity in Jerusalem, thereby creating a historic justification for the establishment of Jerusalem as the eternal and undivided capital of Israel.

PLANNING, DEMOLITIONS AND EVICTIONS
23. The planning regime of the Jerusalem municipality remains a source of concern as it places severe restrictions on the building of Palestinian housing in East Jerusalem. Many Palestinians live under the threat of having their house demolished and being evicted, adding to the existing tensions. These restrictions result in a housing shortage in East Jerusalem and regular demolitions of Palestinian-owned structures.

24. According to the planning regime, 13 percent of the land in East Jerusalem is currently zoned for Palestinian construction (compared to 35 percent which is allocated for Israeli settlements). Only within this 13 percent, which is already densely built upon, Palestinians have the possibility of obtaining an Israeli-issued permit to build, repair or maintain their homes and livelihood-related structures. Administrative requirements, however, make it extremely difficult for Palestinian residents in East Jerusalem to obtain such permits. In addition, the procedures take several years and usually entail a prohibitive cost.

25. Over the past years Palestinians have received fewer than 200 building permits per year. Based on the population growth, permits for 1 500 housing units annually would be necessary to cover the housing needs.

26. As a consequence of the restrictive planning regime, there is an acute housing shortage in East Jerusalem. In addition, Palestinian houses are overcrowded and in a bad condition. The planning regime poses a difficult dilemma for Palestinian families: they have the choice between migrating outside the municipal area of Jerusalem (and losing their residency status) or building without the necessary building permit. According to UN OCHA, at least 32% of Palestinian structures in East Jerusalem lack such a permit, putting approximately 88 000 Palestinians at risk.

27. Buildings constructed without a permit are considered illegal by the Israeli authorities who issue demolition orders against them. Unofficial sources estimate that up to 1 500 ‘illegally’ built residential buildings in East Jerusalem currently have demolition orders against them. In the course of this year, UN OCHA recorded the demolition of 50 Palestinian-owned structures in East Jerusalem, thereby affecting over 250 people (half of whom are children). Families are not only fined for having constructed their houses without a permit, they can also be charged for the costs of the demolition. As a means to avoid such fines, some Palestinian families are carrying out so-called self-demolitions (estimated at 6 this year).

28. The Jerusalem municipality acknowledges the planning crisis in East Jerusalem. The city’s new planning policy for East Jerusalem, presented in December 2009, aims at a “significant expansion of the number of floors and of the building ratio with regard to the approved plan, many solutions for adding residential units in the area, and a response to the existing hardship”. According to some planning experts, however, the new policy will not cause any significant progress in the densely populated and poorly-maintained Palestinian neighbourhoods.

29. The take-over of Palestinian property is often associated with the eviction of Palestinian residents. Throughout 2010 there have been 3 cases where Palestinians have been forcibly evicted, two in the old city, one in Jabal Mukabber. In these cases, the properties have been taken over by Israeli settlers or settler organisations under police protection. These evictions have affected approximately 70 people this year. In Sheikh Jarrah, over 60 Palestinians lost their homes over the past years and an estimated
500 remain at risk of forced eviction, dispossession and displacement in the near future.

RESIDENCY STATUS
30. Restrictive measures continue to apply in relation to the ID and residency status of Palestinians from East Jerusalem. Following the Israeli occupation of East Jerusalem in 1967, Palestinian residents of the city have been given the civil status of “permanent residents” of Israel. This status gives them the right to live in Jerusalem and work in Israel without the need for a special permit. To retain this status residents are forced to regularly prove that they adhere to the strict criteria that demonstrates Jerusalem is the centre of their life. If they fail to convince the Israeli authorities their status is revoked and they lose their right to reside in the city. Between 1967 and mid-2010, some 14 000 Palestinian residents of Jerusalem have had their status revoked. Unlike Israeli citizenship, permanent residency is not automatically passed on to non-Jewish children, who only receive permanent residence under certain conditions. This leads to difficulties in the registration of children – where one parent is a Jerusalem resident and the other is from rest of the West Bank or Gaza Strip – with the Jerusalem Centre for Socio-Economic Rights estimating that there are as many as 10 000 unregistered children in East Jerusalem. The inability to become registered makes it very difficult for these children to access basic education, health and other social services. Around 5 500 children in school age are not registered and therefore do not attend school.
31. As permanent residency is not automatically transferred through marriage, a Palestinian resident of East Jerusalem who marries a Palestinian from the West Bank or Gaza Strip, and wishes to reside in the city with his/her spouse must apply for family unification. Applications for family reunification and ID cards and identification for children and spouses involve a long, expensive bureaucratic process. In 2003, Israel introduced the Nationality and Entry into Israel Law which disproportionately impacts residents of East Jerusalem, under which they are forbidden from family unification not only with their spouses, but also with their children.

32. In June this year, the Israeli authorities invoked “breach of loyalty to the state of Israel” in order to withdraw the residency rights for three members of the Palestinian Legislative Council as well as for a former Palestinian Minister of Jerusalem Affairs.

ACCESS AND MOVEMENT

33. The route of the separation barrier and its associated permit regime continue to have a serious humanitarian, social and economic impact on Palestinian life. It continues to sever the connection between East Jerusalem and the wider West Bank and between Palestinian communities in East Jerusalem itself.

34. The construction of the separation barrier in East Jerusalem, which started in 2002, continued throughout 2010. In the area around the Jerusalem municipality, the barrier measures around 168 kilometres, of which only 3 percent runs along the 1967 Green Line. The main reason behind this deviation is the integration of 12 Israeli settlements (and space for their future expansion).

35. The route of the barrier changes the de facto boundaries of Jerusalem and, in some cases, runs through the middle of densely populated Palestinian neighbourhoods. As a consequence, a number of Palestinian communities (such as Kafr ‘Aqab and Shu’fat) within the Jerusalem municipal boundary find themselves on the ‘West Bank’ side of the barrier. These communities need to cross checkpoints to access the health, education and other services to which they are entitled as residents of Jerusalem. The barrier also affects

16 West Bank localities which are trapped on the ‘Jerusalem’ side of the Barrier. These communities face uncertain residency status, impeded access to basic services and fear of displacement.

36. In April this year construction of the barrier around the Palestinian village of Al Walaja resumed. The construction works have led to the confiscation of land and the uprooting of trees. Once completed, the barrier will completely encircle the village (which will only be accessible through a tunnel) and cut off farmers from much of their agricultural land.

37. Palestinians who do not have residency rights in East Jerusalem or do not have Israeli citizenship need a permit to enter Jerusalem. Access for those Palestinians granted permits is restricted to three out of the 14 barrier checkpoints: Qalandiya, Gilo and Zaytoun. The permit is difficult and time consuming to obtain and is subject to a number of conditions, e.g. a time limit or a ban on driving a car or staying overnight. West Bank ID holders with permits for Jerusalem or Israel must enter and exit through the same checkpoint and risk having their permits revoked if this is not complied with. Permits are suspended during security closures and often during Jewish holidays.

EDUCATION
38. Inadequate numbers of classrooms, the substandard condition of existing facilities and several access restrictions have a severe impact on the educational sector in East Jerusalem. Many students fail to complete the secondary cycle and the drop-out rate is much higher than in West Jerusalem. Palestinian students face serious difficulties in reaching educational services, reporting longer journeys and delays in getting to educational facilities. The same holds true for students from Jerusalem who wish to attend a school on the other side of the separation barrier.

39. The East Jerusalem school system continues to have a shortage of approximately 1 000 classrooms; only 39 new classrooms have been built recently. Planning restrictions hinder the construction of new school facilities and some schools are threatened by demolition and sealing orders. Due to this shortage, children often study in overcrowded, makeshift classrooms in facilities that are not built for educational purposes and that lack libraries or even playgrounds. The Israeli NGO ACRI estimates that 50 percent of East Jerusalem classrooms were unsuitable or substandard in 2009. East Jerusalem students are also disadvantaged with regard to financing of education. According to the Jerusalem municipality, students attending primary schools in East Jerusalem receive only one fourth of the budget that students in other parts of the city receive. Only some 20 percent of the general municipal education budget is spent in East Jerusalem.

HEALTH
40. While East Jerusalemites on the Jerusalem side of the separation barrier have the possibility to enjoy Israeli health insurance and access to adequate health care, those Jerusalem residents caught on the “West Bank” side of the barrier regularly have their right to appropriate health-care denied.

41. Furthermore, key secondary and tertiary care which is not available in the West Bank or Gaza, including treatment for diabetes, cancer and cardiovascular disease, are only provided for by East Jerusalem’s hospitals (non-governmental). West Bank Palestinians, who make up about 60 percent of all admissions to these hospitals, require permits to enter Jerusalem for treatment. Patients needing emergency treatment available only in Jerusalem are especially affected by the delays caused by the Israeli access restrictions. General closures of checkpoints by Israeli authorities further impede access to the East Jerusalem hospitals for treatment as, except for emergency cases, other medical access permits become temporarily invalid; there were a total of 50 days of general closure in the 12-month period ending in March 2010.

42. Since 2008 all permit-holding medical personnel, excluding doctors, who live in the West Bank are only allowed to cross through the three main checkpoints (Qalandiya, Gilo and Zaytoun). Only doctors continue to have a special stamp on their permits allowing them to use any checkpoint to reach East Jerusalem. These further access restrictions result in long delays and impede the efficient functioning of hospitals and the delivery of quality health-care services.

43. East Jerusalem hospitals are prohibited by the Israeli Ministry of Health from importing medical equipment and medicine from the West Bank creating supply and logistical problems for the hospitals and resulting in higher costs. Furthermore each hospital has a quota for the number of new staff they can employ from the West Bank. Trainee medical personnel also require access to the hospitals in order to complete their studies (and therefore meet the future needs of health sector staffing) and some 90 percent of these students are from the West Bank. In June 2010 a number of these students were denied renewal of their permits by the Israeli authorities.

44. Though East Jerusalemites are included in and contribute to the Israeli health system their access to health care is also restricted by the security requirement for Israeli ambulance staff to enter Palestinian neighbourhoods in East Jerusalem only under police escort. Requests for the dispatch of ambulances regularly result in unnecessary, and potentially life-threatening, delays for Palestinian residents in East Jerusalem.

ECONOMY
45. The economic situation in East Jerusalem remains a major source of concern. The barrier continues to have a particularly adverse impact on the traditionally strong trade links between the West Bank and East Jerusalem. There are, for instance, restrictions on the import of dairy products and vegetables from the West Bank to East Jerusalem. A recent draft law aims at forbidding Palestinians to work as tour guides. This would not only deprive visitors of a Palestinian perspective on Jerusalem but also represent a significant cut in income for Palestinians in East Jerusalem.

46. While Palestinians constitute approximately 30 percent of the population in Jerusalem, approximately 10 percent of the municipal budget is spent in Palestinian areas. The provision of services in East Jerusalem by the Jerusalem Municipality is inadequate. Palestinian areas are characterized by poor roads, little or no street cleaning, limited sewage systems and an absence of well maintained public spaces, in sharp contrast to areas where Israelis live (in both West Jerusalem and East Jerusalem settlements).
47. Poverty figures in East Jerusalem are far higher than in other areas of the city. According to data published by the National Insurance Institute, 75,3 percent of Palestinian adults and 83,1 percent of Palestinian children in East Jerusalem live below the poverty line. Over 95 000 children in East Jerusalem are estimated to live in a permanent state of poverty.

TRANSPORT INFRASTRUCTURE
48. A number of completed or ongoing infrastructure projects contribute to the Israeli control over occupied East Jerusalem. A tramway/light rail will connect Israeli settlements in East Jerusalem with the centre in West Jerusalem. Its construction has continued throughout 2010 and is scheduled to be completed within the coming months. The first line of this tramway will pass through the Palestinian neighbourhood of Shu’fat and touch the southern border of Beit Hanina.

49. A separated and inferior set of roads for Palestinians is being set up around Jerusalem. A series of bypass roads, to the east of Jerusalem, are currently being built and will connect Palestinian neighbourhoods outside of the separation barrier north and south of Jerusalem. The apparent purpose of the Israeli authorities for these roads is to secure so-called “transport contiguity” for Palestinians living in the north and the south of the West Bank, who are in fact already denied travelling from Ramallah to Bethlehem through East-Jerusalem. It is intended that one of the main roads linking Hizma to Az
Zayyem will have restricted access by a further Israeli checkpoint in Anata (north of Ma’ale Adumim). It is separated by a wall from a parallel road reserved for Israeli vehicular use only, which connects the settlement of Ma’ale Adumim to Jerusalem.

50. At least two other roads are currently under construction: the first one is Route 20, a lateral bypass road that will create a direct link between road 443 (west of Ramallah) and Pisgat Zeev. It will be reserved for Israelis and Palestinian residents of Jerusalem. The second one is an additional access road south of Ma’ale Adumim, reserved for Israeli use only and aiming at facilitating traffic and access to Ma’ale Adumim. Land confiscations for another bypass road for Palestinian traffic have taken place south of the Ma’ale Adumim/E1 area. The cumulative effect of this new road grid will further restrict Palestinian traffic in the Ma’ale Adumim/E1 area. Bedouin communities, who are disregarded in the planning process, have already been displaced from this area.

PALESTINIAN INSTITUTIONS
51. In 1993 the then Foreign Minister of Israel in a letter to his Norwegian counterpart acknowledged the importance of Palestinian institutions in East Jerusalem, adding that their activities would not be hampered. In 2001, however, Israel decided to close most of these institutions. The Roadmap required Israel to reopen the institutions whilst the EU, in its December 2009 Council conclusions, also called for the reopening of Palestinian institutions.

52. Nonetheless, Israeli authorities continue to renew the order of closure of numerous institutions every six months (the latest on the 25 July, extending the closure for another six months as of the 9 August 2010), basing its decision on claims that the institutions are affiliated to the Palestinian Authority and, therefore, in violation of the Oslo Agreements. This development contributes to undermining the role of Jerusalem as an engine and centre of Palestinian society.

53. The institutional and leadership vacuum in East Jerusalem created by the prolonged closure of those institutions, in particular that of the Orient House, which functioned as the PLO focal point in East Jerusalem, remains a key concern. Palestinian politicians active in Jerusalem are subject to repressive measures by Israel. This void continues to seriously affect all spheres of life of Palestinians in East Jerusalem (political, economic, social and cultural) and foster a growing fragmentation of society at all levels, the isolation of communities and a weakened collective sense of identity. Equally worrisome is the general sense of neglect felt by many Palestinian East Jerusalemites and the absence of Palestinian state-sponsored institutions and secular organisations, as they allow more space for Islamic extremist organisations to extend their influence.

ACCESS TO RELIGIOUS SITES

54. Jerusalem is a city of significant importance to the three monotheistic religions and the location of many of their most sacred sites. Access restrictions and closure regimes, however continue to impede visits by Christian and Muslim religious worshippers to some of their holy sites, located in Jerusalem/the Old City, throughout the year. The restrictions are typically tightened during religious holidays. During the month of Ramadan, many Muslims cannot observe their prayers at the mosque of their choice, notably at the Al Aqsa Mosque. This was again the case in 2010, when access for Palestinians with West Bank IDs was restricted to men over 50 and women over 45 and boys and girls under 12. Men between 45 and50 and women between 30 and 45 had to apply for special permits. This implies that 40 percent of the West Bank population was denied access to Friday prayers. However, it should also be noted that the functioning of checkpoints around Jerusalem during the Ramadan period was more orderly than in the past.

55. In 2010 Israeli authorities again invoked security reasons to intensify the restrictions on the access of Christian pilgrims to the Old City during the Holy Fire Ceremony of Christian Orthodox Easter and Palm Sunday. Similar restrictions are not put in place for the Jewish population during their religious holidays. Furthermore, many believers of the Christian and Muslim faiths, for various reasons, face difficulties in obtaining or extending visas, including for visiting clergy. Members of churches and religious communities as well as volunteers working for them requesting long term visas are typically subject to long, complicated and opaque procedures.

THE HARAM AL-SHARIF/TEMPLE MOUNT

56. Developments at the Haram al-Sharif, or Temple Mount, are significant in several respects – they are a cause of tension locally between the various communities, but also receive attention globally, such as the large demonstrations by Muslims whenever they perceive the Muslim position in Jerusalem to be undercut. For this reason, this site is one of the most sensitive in Jerusalem and therefore, any event happening on it or around it is likely to have serious repercussions.

57. In 2010, the Haram al-Sharif/Temple Mount area continued to see heightened tension and inflammatory actions which led to riots and demonstrations in Palestinian neighbourhoods. Repeated provocative visits of the Haram area by Jewish radical political and religious groups, which continue to occur during 2010, are highly problematic. On several occasions Israeli forces entered Al Aqsa Mosque and confronted stone-throwing Muslims. The perceived threat to religious places promotes rumors which in turn can lead to violent encounters between the various groups.

58. The disputes regarding various construction projects (e.g.“archeological tunnels”, recent plans to alter of the Western Wall plaza) serve as examples of a lack of consensus-building by Israel around those projects in sensitive areas of the city. Work on the Mughrabi Gate has proven a particular example of this in 2010. The Waqf, the Islamic body responsible for the Haram al-Sharif compound, has expressed concern regarding the construction by the Israeli Authorities, without their agreement, of a new bridge to replace the collapsed ramp leading to the Mugrabi Gate. Work on the Mugrabi Gate, the passageway between the Wailing Wall Plaza and the Temple Mount / Haram al Sharif, started again in September after the Jerusalem District Court’s decision to authorize the work. The Waqf believe that the damage caused to the ramp is negligible and could be fixed without replacing the whole structure. They suspect this may be used as an opportunity to undertake new excavations under the ramp or as seemed to be originally planned (prior to the Court’s ruling against it) to expand the area of the Wailing Wall Plaza. A new plan for the Mughrabi Gate, revealed in November this year, seems to be less far-reaching in the sense that it does not include any expansion of the Plaza. The Waqf, however, was again not consulted in the process.

Reinforcing the EU policy on East Jerusalem

The submissions made by Heads of Mission in Jerusalem and Ramallah 2010 are largely congruent with those of 2009. Keeping in mind the sensitivity of the situation in Jerusalem, they have been drawn up in a spirit that aims to maintain the possibility of a two-state solution as set out in numerous statements by the EU, not least the Council Conclusions of 8 December 2009. They thus remain valid, but have been adapted and updated reflecting the situation as set out in this year’s report –highlighting specific actions aiming to maintain the Palestinian social fabric in East Jerusalem on a political, cultural and economic level.

A. East Jerusalem as the future Palestinian capital

1) In conformity with the objectives of the Strategic Multi-sector Development Plan for
East Jerusalem, promote a coordinated approach and a coherent Palestinian strategy towards East Jerusalem.
2) Promote the establishment of a PLO focal point/representative in East Jerusalem.
3) National or Europe Day events to be held in East Jerusalem (when suitable at Palestinian institutions).
4) EU missions with offices or residences in East Jerusalem to regularly host Palestinian officials with senior EU visitors.
5) Avoid having Israeli security and/or protocol accompanying high ranking officials from Member States when visiting the Old City/East Jerusalem.
6) Prevent/discourage financial transactions from EU MS actors supporting settlement activity in East Jerusalem, by adopting appropriate EU legislation.
7) Compile non-binding guidelines for EU tour operators to prevent support for settlement business in East Jerusalem (e.g. hotels, bus operators, archaeological sites controlled by pro-settler organisations etc).
8) Ensure that the EU-Israel Association Agreement is not used to allow the export to the
EU of products manufactured in settlements in East Jerusalem.
9) Raise public awareness about settlement products, for instance by providing guidance on origin labelling for settlement products to major EU retailers.
10) Inform EU citizens of financial risks involved in purchasing property in occupied East Jerusalem.

B. Reopening of Palestinian institutions in East Jerusalem

1) Highlight the reopening, as stipulated in the Road Map, of Palestinian institutions in high level meetings with Israeli representatives, as well as in the EU and Quartet discussions and statements.
2) Host Palestinian Jerusalem civil society events in cultural offices, consulates and diplomatic residences until institutions are reopened.
3) Explore the use of Palestinian institutions to promote joint EU-PLO interests.

C. Economic and social rights of the Palestinian population

1) Provide assistance to ensure that Palestinians are included in the development of urban master-plans in East Jerusalem in order for i.e. Palestinian housing needs to be met.
2) In high level meetings, stress the EU’s serious concerns regarding inadequate emergency services, e.g ambulances, fire fighting and policing for all residents in East
Jerusalem.
3) Coordinate, fund and support projects in East Jerusalem.

D. Religious and cultural dimension of the city

1) Support and encourage inter-faith dialogue in Jerusalem.
2) Encourage Arab countries to acknowledge the multicultural dimension of Jerusalem,
including its Jewish and Christian heritage.
3) Engage in informing (e.g. web sites etc) EU citizens undertaking visits on the political
situation in East Jerusalem.
E. Strengthen the role of the European Union
1) Enhance local coordination between Quartet actors for input into policy making and decisions.
2) Ensure EU presence when there is a risk of demolitions or evictions of Palestinian families.
3) Ensure EU presence at Israeli courts cases on house demolitions or evictions of Palestinian families.
4) Ensure EU intervention when Palestinians are arrested or intimidated by Israeli authorities for peaceful cultural, social or political activities in East Jerusalem.

5) Operationalise the EU policy on bringing high level visitors to sensitive sites (e.g. separation barrier etc).

- on logistics for high level visitors (e.g choice of hotel, change of transport East/West)
- on contacts with the Jerusalem Mayor and on refraining from meeting Israeli officials in their East Jerusalem offices (e.g. in the Israeli Ministry of Justice etc)
- on information sharing on violent settlers in East Jerusalem to assess whether to grant entry into the EU.

Troops of the Israeli occupation war criminals Lt. Col. Guy Hazut, (סא”ל גיא חזות), Major General Avi Mizrahi, (אלוף אבי מזרחי), Brig. Gen. Nitzan Alon, (תא”ל. תא”ל אלון ניצן), and Brig. Gen. Yoav “Polly” Mordechai (אלוף יואב (פולי) מרדכי), murdered in cold blood the elderly Palestinian Omar Salim al-Qawasmi, 66, at dawn of last Friday. They smashed his head to pieces while he was sleeping in bed in his house at Haret Al- Sheikh in the center of Hebron. Lt. Col. Hazut, the so-called military brigadier of the IDF in Hebron was with his bloodthirsty death squads when they murdered Al-Qawasmi. This war crime was perpetrated during the raid on the house of Al-Qawasmi where a political leader, one of six Palestinians who had been released from the PA jail the day before, rented an apartment in the first floor of the victim’s house.

Sobheye al- Qawasme’s, the victim’s wife, said that she did not know how the IDF soldiers broke into their home. “I was praying at dawn when that the IDF soldiers broke into our house. I don’t know how they opened the door. Suddenly I saw the soldiers closing my mouth and pointing their guns to my head. I was shocked. I asked them, “What are you doing?” They ordered me to shut up and took me to another room under threats of shooting me in head. My paralyzed child was also in this room and very frightened”.

“I saw many soldiers break into the room where my husband was sleeping. I heard bombs and several shots inside the room. When the occupation soldiers left, I went to the room, I saw that the head of my husband was broken and smashed into several pieces, his brain was out, and his blood was spilled in bed. He was swimming in a pool of blood.”

During the IDF raid, they arrested the neighbor of Al-Qawasmeh, Wael Mahmoud Said al-Bitar, a Palestinian activist who was one of six political prisoners released by the Palestinian jailers on the previous day. Al- Bitar lives with his family in a rented apartment in the first floor of the same house of Al-Qawasme.

Security Coordination and a Cold-blooded Execution

Five of the political activists had been jailed at the Jericho prison during so-called “security” coordination between the traitors of the PA and the occupation after some jewish colonists were killed in September 2010 near Bni Neam village near Hebron. The prisoners were tortured and denied family visits. They went on hunger strike for over 45 days, demanding to be moved to Hebron so that their families could visit them. The Palestinian media was censored by the PA and did not report about the hunger strike and the deteriorated health of the prisoners.

Finally, a campaign of spying between the Palestinian security and the Israeli occupation, in which the PA decided to release the political activists (a trick) so that the IDF war criminals could proceed to arrest or execute them. During the campaign between the Israeli war criminals and their friends, PA traitors, the prisoner’s interrogation files were submitted to the Israeli occupation. On last Thursday the Palestinian authority implemented the first part of their deceptive campaign and released the prisoners.

The dirty mission was implemented by the PA, whose officials who stated on Thursday that Palestinian President Mahmoud Abbas had ordered the release of the six prisoners after direct appeal from the Emir of Qatar and because the president wanted to end this issue of the political prisoners once and for ever.

The Palestinian “security” organization at jail forced those prisoners who were released and their families to sign a pledge according to which they bear responsibility for their own safety after their release.

This dirty act of treachery between the PA and the colonial israeli zionist occupation, President Mahmoud Abbas and his traitors used the arrest of the activists who were released and then arrested by the Israel as a justification to keep three thousand more political activists in jail, among then teachers, engineers, doctors, professors, youths and elderly. The PA in all seriousness claims that the jailing of political activists is some kind of “protection” from the Israeli occupation.

Hamas accuses the PA of jailing and torturing 3000 of its elements at its prisons, which previously were jails of the occupation. On the other hand, Fatah accuses Hamas of arresting its political elements in the Gaza. Fatah issued a statement warning of “the risk of death threats” to the lives of its militant activists who went on hunger strike in centers of torture of Hamas in the Gaza Strip.

It must also be noted that the Committee of the Palestinian Prisoners Relatives, a group of relatives of the abductees in the prisons of the Palestinian Authority in the occupied territories in the West Bank, released a statement accusing Mr. Majed Faraj, chief of the General Intelligence of the Palestinian Authority, which is under the authority of President Mahmoud Abbas, of calling the wives of the prisoners to his office and abusing them sexually and extorting sexual favors from them in exchange of promises to release their husbands or commuting the sentences issued against them by military courts, or for permission to visit the husband.

I was direct witness of one such case and I know that it is usual procedure by PA police or jail officers to extort sexual favors from relatives of prisoners, especially if the women are young and beautiful.

Fatah appealed in a statement issued in the second of this month for the intervention of Palestinian national groups, personalities, independent Palestinians, and human rights and international organizations to put an end to the repressive measures against the political activists in the centers of torture belong to Hamas and asked them to work to release them all.

Fatah stated that six of its activists had entered a hunger strike since three days, claiming that the prisoners already suffered poor and deteriorated health conditions as a result of torture and the daily violations of their rights at the centers of torture affiliated to Hamas.

Fatah stated that “Hamas” is fully responsible for the lives of their detainees. Fatah added that the detainees fall under the risk of “double death”, as a result their deteriorated health due to torture and the continued hunger strike, in addition of leaving them held in places which could be bombed at anytime by the Israeli occupation.

It is truly disgusting to see to what level the PA has learned the arts of whining and lying from their jewish masters. It is disgusting to see the abject levels of betrayal of these brown-nosers who have no compunction in setting up a situation where it people get murdered. With the murder of Omar Al-Qawasmeh by Hazut and his henchmen, it has become clear that the PA has become more jewish than the jews, more zionist than their zionist masters, and equally devoid of humanity and honor.

Hundreds of Israeli and International Peace activist’s demonstrated last Saturday, Jan. 1 2011 in Tel Aviv in front of the residence of James B Cunningham, the US Ambassador to Israel, and in front of the Israeli war ministry, the so-called Israeli “defense” ministry. The demo erupted in the wake of the murder of Palestinian woman Jawaher Abu Rahmah, 36, from Bilin, with a toxic tear gas grenade made in USA and donated to Israel in order to suppress the peaceful demonstrations against the apartheid wall which Israel continues to build on Palestinian agricultural lands in a violation of a decision issued by the international court of justice in The Hague.

In front of the American’s Ambassador’s house, the demonstrators chanted against the massive US weapon donations to Israel which has resulted in the murder of many Palestinian civilians in their own homeland. The demonstrators returned all empty toxic tear gas canisters which had been shot last Friday Dec. 31 2010 by the Israeli soldiers into a peace demo where several international peace activists took part next to the Palestinians to protest against the theft of their lands in Bilin north of the West Bank, and which lead to the murder of Abu Rahma. The protesters chanted loudly demanding that the American Ambassador send those empty tears gas canisters back to his country, and to stop supplying Israel with weapons.

In front of the Israeli war ministry headquarters in Tel Aviv, the demonstrators asked for the arrest of the soldiers who murdered the Palestinian woman Jawaher. They blocked the street and later eight of them were arrested. The Israeli police arrested in total 11 Israeli peace activists, among them two old women aged over 65. The police accused the activists of “carrying illegal weapons” (the empty tear gas canisters made in USA and shot by the IDF in Bilin against the peace demo), “resisting arrest”, “violating laws”, “causing trouble” and “disturbing the public order”. The activists were transferred to the Tel Aviv jail. Later some of them were released on condition to come before the judge on the second day.

The demo before the US ambassadors residence and the Israeli war ministry were not the only ones. Several demonstrations and vigils were held in many cities and towns around the world. Jawaher Abu Rahma, 36, died on the morning of Jan. 1, 2011, hours after inhaling tear gas at a peace demo in Bilin.

Yesterday, Sunday Jan. 2 2011, a Palestinian youth aged 21, a university student who also worked as a farmer during his holidays, was murdered at 7am at the Al-Hamra checkpoint near Nablus. The victim was shot several bullets in his chest, arm and leg by the IDF soldier who clashed with him, insulting his dignity because he had asked a female soldier about the reason for stopping him and delaying his access at the checkpoint without reasons. The man was carrying a glass bottle that the soldiers “believed he was planning to use to stab them”. No soldiers were injured in the incident.

A Girls Dream Crashes Against The Cruelty Of Life

Education is a human right guaranteed by international covenants. Specifically, the right to education is enshrined in Article 26 of the Universal Declaration of Human Rights and Article 13 of the International Covenant on Economic, Social and Cultural Rights . However, this right means almost nothing for females in Palestine. In poor countries and those governed by traditional men societies, education remains a right only for the women from a certain class, the daughters of the ruling and the rich families of that country and society. This right to education remains an illusion and encircled in taboos for females of poor households, is one such society.

Article 26 of the Universal Declaration of Human Rights

In the Palestinian West Bank, which remains under the Israeli occupation and is ruled on its behalf by the Palestinian Authority (PA), the females of poor families face discrimination in the field of education, regardless the financial support of the international community and international institutions given to the Palestinian Authority to subvention higher education. The monies given by international funds usually serve the sons and the relatives of the persons in power in Fatah, most of who attend universities and receive higher education in the EU and the USA. Few chances remain for the females of the poor class to receive the financial support for their education which the children of the PA receive.

In Palestine nobody cares about the tears of the girls, nobody listen to the voice of the poor people who have no voice and are not engaged in politics. In Palestine, females are the weakest part of the society, which is controlled by men in patriarchal fashion inside and outside the family, and by the political-religious groups as well non-political religious groups next to the PA, groups where females are clearly far away from the decision centers and of any political status.

In general, the decisions over the fate and future of females is a prerogative of the family, the fathers, brothers and the male relatives, especially in those families which live in rural communities, in the small towns and villages of Palestine.

Overall, the vast majority of Palestinians, especially in the south, in the Hebron district, believes that the appropriate place for women is at home, and they find a husband for their females early on. The Intifada uprisings and the poverty experienced by about 65 percent of the Palestinian people helped to increase the influence of radical religious groups and to promote the wrong and destructive concepts which these groups promote about women. The things became even worse for Palestinian women because the opinion became prevalent that the right age for the females to marry is between 14-18 years or at most after finishing school. After this age, women are seen as spinsters, what mean that they become “old” and not good for marriage. Under the scandalous theories of men, the new husbands, (especially the educated ones), begin the race for the selection of their wives under the age of eighteen. The prospective grooms start looking for girls who are beautiful and young, the only qualification asked from the girls to become the partner.

Article 13 of the International Covenant on Economic, Social and Cultural Rights

The price for the widespread phenomenon of marriage at an early age in Palestine is a divorce rate which has exploded. The beautiful young wives become divorced after a year or two. These girls become unfit for marriage in the eyes of society, and they become a new problem in their families, and to society, which looks askance at the fatherless families of these divorced women.

Last Thursday morning, my handy rang. Calling me was a girl from Hebron whose family I know. I remember the girl and her family well. I still remember the toys of this blond girl while she was playing in the gardens in the neighborhood of my mother’s house. I know her father and mother. I knew her sisters and her brothers too. They all were children under the age of 10 when I last saw them. They inherited the white skin and the blond hair from their parents. Her family was never interested in politics or in political parties, like the one of third of the Palestinians who ONLY seeks a stable life and putting bread in the mouth of their children.

The name of the girl who called me is Hanin, what mean “yearning”, “longing”, “loving”. Hanin was crying bitterly. She is not a child anymore, she is 18 years old. Last year she finished her secondary school. She received 87 points of 100 in the general school certificate examinations at the literature section of the secondary school.

Hanin told me while crying: “I want to be a strong woman like you”. I asked her if she want to be a journalist. She said “no, journalism did not exist as a woman profession in Hebron after you left. I want to be a lawyer, my way and future are in studying at the university and protecting myself from the injustice of society. I love the law and I don’t want to marry and then divorce like other girls. I want to defend these girls who are divorced”.

She asked me what she can do in order to attend university. “My father cut me from studying at the Open University after one year of learning Business and Administration. My father is jobless most of the time. He works some months in the year, and stays the rest without work”.

Hanin asked me to help her to study law at the University, she asked me for support. She was very scared that her father will force her to marry a wealth man because of her beauty. She repeated several times “I do not want to marry, I want to study, but I am forced to stay at home. My life has turned hell since three months. Since my father is not able to pay for my study, he forces me to sit at home. I am very scared that I will be forced to marry anybody”.

“Since three months I am sitting at home” Hanin said, “but my desire of being a lawyer has grown more and more inside me. Why should I stay at home? Why should I not study law? Why should I marry and bury my desire and will? Why is my father poor? Who can help me or give me wise advice?” I heard many questions from Hanin, but I was not able to answer even one.

Hanin cried again and said: “My parents are fighting all the time because of me. My father sold my mothers gold to feed us, but not for my study at the university. Last week my father thought of divorcing my mother. This could be a disaster for our family. I am forced to be quite, but I am not able to forget my dream of being a lawyer”.

Appeal To The Director Of OFID in Vienna

Hanin asked me to send an appeal on her behalf to all international organizations which support the right of women to education and to all persons who support the rights of females to study. One such organization is the OFID, which funds education for Palestinians and also works through the UN. Hanin, who holds a UN refugee card but has never, received any support from the UN, asked to put her appeal in my words.

I don’t know you, but I have been told about the kind help which your organization gives to Palestinians in the field of education.

I am a Palestinian girl from Hebron in the southern West Bank. I am 18 years old, I finished secondary school successfully and received 87 points of 100 in the general school certificate examinations.

I want to study law in order to be able to defend myself and the Palestinian girls who have successfully finished their secondary studies but are forced to marry because of their family’s mentality.

Many of these girls end up divorcing after a short time, and I do not wish to follow this path in life.

My father finished secondary school. He is the owner of a small hand work business, but he is jobless most of the year like hundreds of thousands of Palestinians, due to the Israeli occupation and economic blockade. My mother is a simple woman with only basic school, she is completely dependent on my father.

I respectfully appeal to you for your support and advice to help me attend University so that I can study law. I believe strongly that higher education is a kind of protection for women, and that a University certificate is strong weapon for women who could face the injustice of a hard life under the Israeli occupation.

I do not want to grow to become a weak and dependent woman like my mother is now, or like the too many weak women in our Palestinian society.

I had a chance to talk with her father, who was very calm as in know him before, but he was very sad of his awful situation. He promised me not to force his daughter to marry anybody as a solution to his financial problems. He is very sad of the deteriorated situation of all Palestinians. He suffers because of his daughter pain, but still with cuffed hands, and does not know what to do.

A Woman Killed By Gas Grenade

A Palestinian woman, Jawaher Abu Rahma, 36, died today in Ramallah’s hospital after she inhaled toxic tear gas (a much stronger version than used in the West and with unknown chemicals added) during a peace demo against the apartheid wall in Bilin. Her brother, Bassam Abu Rahma was killed in Bilin two years ago after being deliberately shot with a gas grenade by IDF soldiers under the command of Lieutenant colonel Aviv Reshef (or Reshev) (אלוף משנה אביב רשף), the former brigadier of the Israeli occupation in Ramallah.

Her other brother, Ashraf Abu-Rahma, 27, a well known peace activist, was shot on July 7 2008 after being arrested and while his hands were cuffed by an IDF soldier under the command of lieutenant-colonel Omri Burberg.

The Palestinian doctors said that Abu Rahma was admitted suffering from blood poisoning and did not respond to treatment. After a long night the doctors were forced to pronounce her dead today morning.

The picture is from yesterday in the Al-Walajeh village north-west of the occupied Palestinian city of Bethlehem, where Jesus was born. Al-Walajeh is a peaceful beautiful village that is slated for ethnic cleansing (for the second time) under the full protection of the USA and the EU.

It is worth mentioning that the European Union decided the day before yesterday to provide one hundred million euros as a support to the so-called “Palestinian National Authority, PA” under the Israeli military occupation. So that the PA continues playing the game of useless negotiations and protecting the security of Israel. While the European Union’s rejected a few days before announcing a Palestinian demand for supporting a declaration of a Palestinian State on the borders of June 1967, saying that his declaration will come at the “right” time, this means after the year 124 of the Israeli occupation.

From Rabi Bashour – In this time of year, people around the world celebrate the birth of Jesus in Bethlehem Palestine. They celebrate a birth that was meant to propagate a set of ideals to make the world a better place. 2010 years later, that same birthplace is plagued by a regime that practices the exact opposite of those ideals. Bethlehem is surrounded by a racist wall of biblical proportions, by regime which is racist to biblical proportions. Yet people celebrate.

The people of Palestine also celebrate. They need to, as any other people would need to celebrate. After all it is the season to make exceptions. The jewish colonies are spreading like a cancer in Palestine. This malignant disease must be eradicated for ever from all Palestinian territories. 62 years of Nakbah are enough, and the time has come to throw the violent and antisocial jewish colonists out of Palestine, in accordance with Security Council resolutions 242 and 383, and not in accordance with the US zionists Senate decisions. Negotiations on UN resolutions 242 383 and others, a “peace process” which includes the continuous expansion of jewish cancer in Palestine, are not appropriate. Enough is enough. It is clear that the US will never bring us Palestinians any kind of justice, or a State – the government of USA, after all, is not even able to solve the problems of their own country. The USA is nothing but an accomplice to a criminal occupation which wants to bring us even more calamities on top of the past 62 years of Nakbah and over 23 years of “negotiations” with the zionists.

Today, Palestinian President Mahmoud Abbas asked Riyad Mansour, the representative of Palestine at the United Nations, to go “immediately” to the UN Security Council to ask for the passing of a resolution condemning the jewish colonies in West Bank and East Jerusalem, and calling upon Israel to immediately halt settlement land theft activity, which is criminal and contrary to the international law. The demand of President Abbas came after the Arab foreign ministers rejected further Palestinian-Israeli peace talks without any serious offer from the US on end the Middle East conflict, and after the US reneged once again its responsibility to announce a condemnation of the jewish settlements in West Bank territories as an obstacle which blocks the way of so called “peace process”.

According to reports by the French agency AFP, the US House of Representatives approved yesterday a resolution which opposes any “unilateral measures” to declare or recognize a Palestinian state without backing a negotiated solution to the Israeli-Palestinian conflict. (This means that the US zionists are adding another measure of genocide to their filthy history of war crimes and crimes against all humanity, which this time could threaten the security of not only the Palestinians and the Israelis but of all neighboring countries in the Middle East).

The disgusting declaration of the US House of Representatives is a natural reaction of this entity, wholly subjugated by zionist interests, to Brazil, and later Argentina and Uruguay recognizing in early December a Palestinian state within the 1967 borders, the boundaries that existed before Israel captured and occupied the West Bank and Gaza Strip. The US House of Representatives urgently needs to understand that their intervention is highly undesirable in Palestine. Those incompetent kleptocrats should solve the problems of their own country instead of aggravating them by sticking their noses into issues which are none of their business.

President Abbas and the PA have been accused and criticized in the past for their obsequious and collaborative posture vis-a-vis the occupation and the Americans, often enough by myself. Looking at the activity of the PA with more distance it becomes obvious that the PA never had the power to resist the demands of the occupation. Abbas and his people did everything to accommodate the demands of the israelis and the Americans, and despite this, all what he got was insults and betrayal by his supposed “negotiation” partners.

Despite all criticism and doubts, Abbas is the only President we have, and to the outside world he still represents us; the constant stream of insults and filth thrown at President Abbas and the PA by the Americans and the israelis was filth thrown upon all Palestinians, and in view of all what has transcended, it has become time, and I repeat this, to stop all negotiations.

Many reasons exist to stop all negotiations with the israelis. The jews have demonstrated in 63 years that they act in bad faith, constantly and without exception. Furthermore, the jews have no claim before international law, to any part of Palestine. All their claims rest either upon colonial diktat, upon scams like the Balfour declaration and on their sham “declaration of independence” of 1948. In the same way as these European freaks, I could now go to the city and “declare” that St. Stephens Cathedral belongs to me. Lets also not forget their “god told us so” story, which sounds very similar to what so many benighted inhabitants of mental institutions around the world have to tell.

It is important also to clarify the confusion around the “settlements”, the jewish colonies in the West Bank. While the “state of israel” supports them formally, they are a purely American construct. Most of the 500.000 or so squatters in the West Bank are American citizens, followed by Canadians and citizens of other english-speaking countries (In the same way, the given-up colonies in Gaza were occupied predominantly by French citizens). This fact, together with the attitude of the USA House of Representatives, demonstrates that it is the USA which is inserting its citizens in occupied territories in clear contravention to the Geneva Conventions and to its own laws.

The USA (and other countries like Canada, the UK, Australia, Germany, …) owes us reparations, and they must initiate the repatriation of this population of terrorists and with few exceptions criminally insane individuals. I suggest that the PA speaks, not “negotiates”, with the so-called “quartet” that it is expected from them to do exactly this: a) repatriate their citizens and b) pay reparations to everybody who was in any way damaged by the presence of their citizens in our country. Europeans should be especially receptive to such ideas, as there is a constant increase in the talk about expelling criminal foreigners and even those who do not integrate well into these countries.

More important still is that Palestinians of all factions, religious or secular, bury our differences and think about effective strategies aimed at eradicating the jewish cancer from all of Palestine. If we want our country back, we will have to think, together, about what is best done. In all cases an increase in political activism is needed. We must make use of the sympathy which we have in many corners of the world, and we must also use the antipathy which the jews have brought upon themselves almost universally because of their crimes against us.

All activity and activism aimed at eradicating the jews from Palestine should be planned with the knowledge that the jews have influence only within the narrow confines of the governments which they have infiltrated or bought, the finance world, and the giant multinational companies. These three, governments, finance and international predatory capital are increasingly being seen as a problem by peoples around the world. Secondly, the USA, while still a military giant, is a crumbling, underdeveloped country with few isles of relative wealth – the USA by far does not have the power which their attitude suggests. Openly opposing them and facing them down should bring ample benefits in the political arena to anybody doing so.

Finally, it should be increasingly clear to the world that the continued existence of israel as a subject of international law is deeply undesirable, more so, extremely dangerous to all humanity. While the fan club of israel speaks of a supposed “right to exist” of their genocidal entity, they seem to not understand that a “right to exist” of a state at once does not exist in international law, and it is irrelevant in practice. The international community of states is a rough neighborhood, and the only “right to exist” of any state rests in how agreeable it is to its neighbors and the community of nations at large. Israel has been a constant problem to everybody during all of its short existence.

It exports terrorism and genocide, it has an almost undisputed worldwide monopoly over the market of synthetic drugs like ecstasy, it is a hub for organ harvesting around the world, as the recent case involving Hashim Thaci case shows, it is a refuge for terrorists, criminals and outlaws from anywhere as long as they claim to be jewish, it is constantly involved in wars with its neighbors or preparing wars, it subverts all attempts of countries to find common grounds in international humanitarian law. Adding to its criminal existence the recent declarations of certain highly respected rabbis to the effect that humanity only exists to serve the jews (which went uncontested from either religious or worldly authorities), israel must be characterized as “Hostis humani generis” (enemy of mankind), and only as such.

There is a very simple political and peaceful way to neutralize and eradicate israel from all of Palestine, which could also be of immense material profit to all nations which would support such ends. It depends on the leaderships of countries simply helping us to get back our rights.

RE: Application of Council Conclusions on the Middle East Peace Process

The year 2011 will be of critical importance in determining the fate of the Middle East, perhaps for many years to come.

On 8 December 2009 the Foreign Affairs Council of the European Union adopted a set of twelve ‘Council conclusions on the Middle East peace process’. The resulting document, essentially a collective European blueprint for resolution of the Arab-Israeli conflict, set out the requirements for a comprehensive peace, inclusive of ‘a two-state solution to the Israeli-Palestinian conflict’, in a clear and concise manner. It also identified a number of benchmarks. The Council further recognized that Middle East peace ‘is a fundamental interest’ of not only the parties in the region, but also of the European Union itself. With this statement, the EU attracted considerable interest and raised expectations about its ability to advance the peace process. It formulated in effect what the overall international community, including the current administration of the United States, apparently believes is right.

It is now one year on and we appear to be no closer to a resolution of this conflict. To the contrary, developments on the ground, primarily Israel’s continuation of settlement activity in the Occupied Palestinian Territory (OPT) including in East Jerusalem, pose an existential threat to the prospects of establishing a sovereign, contiguous and viable Palestinian state also embracing Gaza, and therefore pose a commensurate threat to a two-state solution to the conflict.

Given this situation and the urgent need for action, we consider it a matter of fundamental credibility that the Council revisit the principles and requirements it enunciated in December 2009 and establish the next steps forward at its meeting scheduled for 13 December 2010. In addition to reconfirming the framework and principles it collectively adopted in December 2009, we consider it vital that the Council should also identify concrete measures to operationalize its agreed policy and thence move to implementation of the agreed objectives. Europe cannot afford that the application of these policy principles be neglected and delayed yet again. Time to secure a sustainable peace is fast running out.

Taking in turn the Conclusions reached by the Council in December 2009, we articulate below ways and means to translate these into actual policy.

1. As stated by the Council in December 2009:
The Council of the European Union is seriously concerned about the lack of progress in the Middle East peace process. The European Union calls for the urgent resumption of negotiations that will lead, within an agreed time-frame, to a two-state solution with the State of Israel and an independent, democratic, contiguous and viable State of Palestine, living side by side in peace and security. A comprehensive peace, which is a fundamental interest of the parties in the region and the EU, must be achieved on the basis of the relevant UN Security Council Resolutions, the Madrid principles including land for peace, the Roadmap, the agreements previously reached by the parties and the Arab Peace Initiative.

We welcomed the resumption of bilateral negotiations under American auspices in September 2010. Only a negotiated two-state solution will allow the security needs of both sides to be met. It gives us great concern however that the current talks lack a clear framework or terms of reference, and stalled almost as soon as they commenced, primarily on account of continued settlement construction by Israel.
Even if inducements to Israel to resume a partial settlement freeze for a limited period of time (such as the supply of sophisticated military equipment) enable talks to proceed, there is no guarantee that these will produce a substantive agreement resolving the conflict within the next year. Moreover these inducements include measures that Palestinians may well believe would limit their sovereignty in any final agreement.
It is eminently clear that without a rapid and dramatic move to halt the ongoing deterioration of the situation on the ground, a two-state solution, which forms the one and only available option for a peaceful resolution of this conflict, will be increasingly difficult to attain.

We believe this is a matter of utmost concern. We therefore recommend that the EU, in cooperation with the United States, United Nations, Russian Federation, League of Arab States and other interested parties, should put forward a concrete and comprehensive proposal for the resolution of this conflict, that includes a clear time frame for the successful conclusion of these negotiations on the basis of longstanding principles agreed by the above parties and the international community as a whole.

We believe the EU should at the December 2010 Council meeting set a date at which it will take further action. It could for example say that if there is no progress by its next meeting scheduled for April 2011, this will leave the Council with no alternative but to refer the matter to the international community to enable the latter to lead efforts to define a vision and strategy for a resolution of this conflict.

2. As stated by the Council in December 2009:
The Council reconfirms its support for the United States’ efforts to resume negotiations on all final status issues, including borders, Jerusalem, refugees, security and water, respecting previous agreements and understandings. The European Union will not recognise any changes to the pre-1967 borders including with regard to Jerusalem, other than those agreed by the parties. The Council reiterates the EU’s readiness to contribute substantially to post-conflict arrangements, aimed at ensuring the sustainability of peace agreements, and will continue the work undertaken on EU contributions on state-building, regional issues, refugees, security and Jerusalem. The Council underlines the need for a reinvigorated Quartet engagement and notes the crucial importance of an active Arab contribution building on the Arab Peace Initiative.

As indicated here the EU is committed to contributing substantially to peace-building and reinforcement once the parties are agreed on the details. However, the Government of Israel continues to undertake unilateral measures on the ground that will prejudge the outcome if not prevent the possibility of substantive negotiations on many of the final status issues identified above.
In response to these measures, we recommend that the EU reiterate its position that it will not recognize any changes to the June 1967 boundaries, and clarify that a Palestinian state should be in sovereign control over territory equivalent to 100% of the territory occupied in 1967, including its capital in East Jerusalem. Only minor and reciprocal amendments as may be agreed between the parties themselves could legitimately be recognised.

3. As stated by the Council in December 2009:
The EU stands ready to further develop its bilateral relations with the Palestinian Authority reflecting shared interests, including in the framework of the European Neighbourhood Policy. Recalling the Berlin declaration, the Council also reiterates its support for negotiations leading to Palestinian statehood, all efforts and steps to that end and its readiness, when appropriate, to recognise a Palestinian state. It will continue to assist Palestinian state-building, including through its CSDP missions and within the Quartet. The EU fully supports the implementation of the Palestinian Authority’s Government Plan “Palestine, Ending the Occupation, Establishing the State” as an important contribution to this end and will work for enhanced international support for this plan.

The Palestinian Authority has made impressive progress in the implementation of its Government Plan and the development of the infrastructure of a Palestinian state. EU support and assistance has been vital to this success. To date, the EU and member states have invested some EUR 8 billion in the peace process, primarily in the form of assistance to the Palestinian Authority, Palestinian institutions, and the development of infrastructure in the OPT. By continuing to be the primary donor to this work, the EU underlines the vital European interest in the establishment of a Palestinian state and the implementation of a two-state solution.

Because the Palestinian Authority exists and operates under Israeli military occupation, the Palestinians cannot be expected to establish their state without further international assistance, political as well as economic.
It is therefore our strong belief that the EU needs to act more pro-actively in its relations with the US, Israel and others to promote the fulfillment of this objective.

4. As stated by the Council in December 2009:
Recalling the EU’s position as expressed at the Association Council in June 2009, the Council reaffirms its readiness to further develop its bilateral relations with Israel within the framework of the ENP. The EU reiterates its commitment towards the security of Israel and its full integration into the region, which is best guaranteed through peace between Israel and its neighbours.

During the past twelve months, the EU has continued to develop its bilateral relations with Israel within the framework of the ENP, with additional support provided in other fora, such as Israel’s accession to the OECD. Yet Israel has continued with settlement construction in the OPT, including East Jerusalem, and refused to negotiate seriously on terminating occupation and the establishment of an independent and sovereign Palestinian state.

The EU has always maintained that settlements are illegal, but has not attached any consequences for continued and systematic Israeli settlement expansion in the OPT, including East Jerusalem.

We therefore strongly believe that the EU must make absolutely clear that enhancement or upgrading of the EU-Israel Association Agreement and other bilateral agreements and programs will not occur unless settlements are frozen.

We furthermore recommend in the strongest possible terms that the EU examine the legal implications for the EU of the continued application of bilateral agreements by Israel to Israelis and Israeli entities in the OPT, i.e. to areas outside the internationally recognized boundaries of the State of Israel. We consider it necessary that the EU add safeguard clauses to these agreements which rule out their application to Occupied Territories, to ensure that entities prohibited by international law and considered unlawful by EU policy, such as settlements, are excluded from European privileges and will not be promoted and legitimized by their provision. We consider it necessary that the EU bring an end to the import of settlement products which are, in contradiction with EU labeling regulations, marketed as originating in Israel. We consider it simply inexplicable that such products still enjoy benefits under preferential trade agreements between the EU and Israel.

5. As stated by the Council in December 2009:
Encouraging further concrete confidence building measures, the Council takes positive note of the recent decision of the Government of Israel on a partial and temporary settlement freeze as a first step in the right direction and hopes that it will contribute towards a resumption of meaningful negotiations.

The partial and temporary suspension of settlement construction by the Government of Israel expired in September 2010, and Israel has since then either resumed or announced construction of approximately 2,000 new settlement units, particularly in East Jerusalem and its environs.
The EU has stated unequivocally for decades that the settlements in the OPT are illegal, but Israel continues to build them. Like any other state, Israel should be held accountable for its actions. It is the credibility of the EU that is at stake.

6. As stated by the Council in December 2009:
Developments on the ground play a crucial part in creating the context for successful negotiations. The Council reiterates that settlements, the separation barrier where built on occupied land, demolition of homes and evictions are illegal under international law, constitute an obstacle to peace and threaten to make a two-state solution impossible. The Council urges the government of Israel to immediately end all settlement activities, in East Jerusalem and the rest of the West Bank and including natural growth, and to dismantle all outposts erected since March 2001.

The EU position could not be clearer, but – as we have argued above − failure to act accordingly, in the face of contraventions and disregard by Israel, undermines the EU and its credibility in upholding international law.

7. As stated by the Council in December 2009:
The EU welcomes Israel’s steps to ease restrictions of movement in the West Bank which have made a contribution to economic growth. The Council calls for further and sustained improvements of movement and access, noting that many check points and road blocks remain in place. The Council also calls on the Palestinian Authority to build on its efforts to improve law and order.

In respect of this Conclusion, the Council should indicate the extent to which it deems the parties to have met or fallen short of meeting their respective roles in enabling development of the Palestinian economy and the maintenance of law and order within the OPT.

8. As stated by the Council in December 2009:
The Council is deeply concerned about the situation in East Jerusalem. In view of recent incidents, it calls on all parties to refrain from provocative actions. The Council recalls that it has never recognised the annexation of East Jerusalem. If there is to be a genuine peace, a way must be found through negotiations to resolve the status of Jerusalem as the future capital of two states. The Council calls for the reopening of Palestinian institutions in Jerusalem in accordance with the Roadmap. It also calls on the Israeli government to cease all discriminatory treatment of Palestinians in East Jerusalem.

The situation in East Jerusalem has continued to deteriorate during the past year with, for example, forced evictions of Palestinian families from their homes, and today represents the most critical flashpoint and greatest threat to a resolution of the Israeli-Palestinian conflict.

We therefore believe that a high-level EU delegation led by the High Representative for Foreign and Security Policy and including EU foreign ministers should visit East Jerusalem as a matter of urgency to draw attention to the erosion of the Palestinian presence there, and report back to the EU with an agenda of proposals to arrest and reverse the deterioration of the situation on the ground.

9. As stated by the Council in December 2009:
Gravely concerned about the situation in Gaza, the Council urges the full implementation of UNSCR 1860 and the full respect of international humanitarian law. In this context, the continued policy of closure is unacceptable and politically counterproductive. It has devastated the private sector economy and damaged the natural environment, notably water and other natural resources. The EU again reiterates its calls for an immediate, sustained and unconditional opening of crossings for the flow of humanitarian aid, commercial goods and persons to and from Gaza. In this context, the Council calls for the full implementation of the Agreement on Movement and Access. While extremists stand to gain from the current situation, the civilian population, half of which are under the age of 18, suffers. Fully recognising Israel’s legitimate security needs, the Council continues to call for a complete stop to all violence and arms smuggling into Gaza. The Council calls on those holding the abducted Israeli soldier Gilad Shalit to release him without delay.
Having deemed the closure of the Gaza Strip ‘unacceptable and counterproductive’ and called for ‘full implementation of the Agreement on Movement and Access’ the EU should now find ways to open Gaza’s borders for normal trade, including between the Gaza Strip and the West Bank. Nowhere in the Council Conclusions of 2009 does the Council make such steps conditional on resolution of internal Palestinian disagreements over border controls. The EU could therefore take the lead on finding a temporary solution, pending the formation of a Palestinian unity government or other form of Palestinian agreement on the management of internal administration in Gaza.

10. As stated by the Council in December 2009:
The Council calls on all Palestinians to promote reconciliation behind President Mahmoud Abbas, support for the mediation efforts by Egypt and the Arab League and the prevention of a permanent division between the West Bank, including East Jerusalem, and Gaza. The Council would welcome the organisation of free and fair Palestinian elections when conditions permit.

The EU could contribute to a resolution of Palestinian disagreements by stressing that it is keen to promote a democratic Palestinian society through a process of nation-building (rather than state and institution building only) and by spelling out positive ways in which the formation of a Palestinian unity government inclusive of all parties committed to a ceasefire would be greeted, with development assistance flowing equally to Gaza and the West Bank.

11. As stated by the Council in December 2009:
A comprehensive peace must include a settlement between Israel and Syria and Israel and Lebanon. Concerning the Syrian track, the EU welcomes recent statements by Israel and Syria confirming their willingness to advance towards peace and supports all efforts aimed at the reactivation of the talks between the two countries.

In addition to re-iterating the substance of this Conclusion, the EU could also warn of the potential for the current crisis in Lebanon to spiral out of control and identify ways to help avert this.

12. As stated by the Council in December 2009:
The EU recalls that a comprehensive settlement of the Arab-Israeli conflict requires a regional approach and will continue its work on this in line with the June 2009 Council Conclusions using all its instruments to this effect. The EU also calls on all regional actors to take confidence building measures in order to stimulate mutual trust and encourages Arab countries to be forthcoming, both politically and financially, in assisting the Palestinian Authority and Palestinian refugees through UNRWA.

In conclusion, our Group wishes to point out that EU investment in building the foundations for a two state solution over the past two decades was very substantial, not least in terms of EU tax-payers’ money. The EU should take what measures it can to justify this investment and act in Europe’s genuine interest, but if no political progress is made, further expenditure − apart from that on humanitarian purposes − would be nugatory. In these circumstances Israel should be required to shoulder its obligations as the occupying power. But wider issues matter more than wasted expenditure. At stake are not only EU relations with the parties directly involved in the conflict but also with the wider Arab community, with which the EU enjoys positive diplomatic and trade relations.

We believe that many Arabs and prominent Israelis would like the EU to take a more active role in resolving the conflict and put its stated position into effect. Senior figures in the United States are also signaling to us that the best way to help President Obama’s efforts is to put a price tag on attitudes and policies that run counter to the positions that the US president himself has advocated. We see increased expectations everywhere that Europe will live up to its commitments and actively seek to share the responsibility with other members of the international community in working towards justice and peace at this critical moment.

According to Palestine daily newspapers, Anna Ardin, also known as Bernardin, one of the two Swedish women who accused Julian Assange of rape, is now in the Palestinian town of Yanun near Nablus in the north of the West Bank and close to the Israeli apartheid wall. The Palestinian town is a center for international groups opposed to the Israeli apartheid wall. Yanun is a village under israeli siege since many years, because of its location and because of the vocal opposition of the inhabitants to the apartheid wall.

The Palestinian newspapers reported yesterday that Bernardin had reached the occupied West Bank in an attempt to help and search for a peace settlement between the Palestinians and Israelis. The newspapers added that, according to news published in Stockholm, that the rape allegations against Assange began to crumble after it appeared that one of the two women who accused Assange, Anna Ardin, was not cooperating with the prosecution. In the meantime, many facts indicative of foul play in this case have been uncovered and also questionable personal relations of Ms. Ardin/Bernardin relating to her political activity. Mr. Assange on his part is alleged by associates to have entered into a secret agreement with israel – no documents inconveniencing israeli interests have been published until now. According to comments made by Palestinians regarding the presence of the Swedish woman among them in Yanon, “those who can not make peace with themselves first will not be able to help the Palestinians build peace with Israel”. Regarding the presence of Ardin/Bernardin in Palestine, it was also remarked that “Palestine has become a place frequented by everyone under the pretext of supporting the prospects for peace and the Palestinians”.

Although we appreciate the efforts of the volunteers who come to support our nation and stand with us against the apartheid wall, it has become difficult for us to know who are the real supporters of peace and who are the infiltrators and intelligence agency plants among the peace activists who come to live and work among us in order to spy on our people and the peace movement in support of Israel and the foreign intelligence services.

If Anna Ardin/Bernardin has a dubious background as has been convincingly suggested about her in relation to the Assange case, then it would be better that she leaves Palestine alright. In this case I concur with my compatriots from Yanon that it would be better if Ms. Ardin/Bernardin returns to her home in Sweden and puts her personal affairs in order.

Issa Qaraqe’e, the Palestinian Minister of Detainee Affairs, revealed that Israeli soldiers urinated on two Palestinian minors who they had kidnapped, then jailed, forced to drink urine from a toilet, tortured and filmed while they were completely naked.

Minister Qaraq’e said that lawyer Hibah Masalhah visited the kids Mohammed Tariq Abed El-Latif Mekhemar, 13 years old, and Mohammad Naser Ali Ridwan, 13 years old, at the Rimonim prison. After her visit she stated that the Israeli occupation soldiers had forced both kids, Mekhemar and Radwan, residents of Beit Ur in the district of Ramallah, to drink the urine from the toilet. The soldiers then urinated on their faces while laughing and mocking them, another soldier shot pictures of the kids while they were naked.

Attorney Masalhah who met the kids in the Rimonim prison added that the children were arrested by the “Israeli border police” (an IDF unit of criminals and drugs dealers who are mostly Druze) near the apartheid wall in the village of Beit Ur (where they live) on Route No. 443, in July 2010. The IDF soldiers beat the children harshly, using guns and kicking them with their military boots on all over their bodies, then covered their eyes, tied them up and transferred them to a jewish colony near the village of Beit Ur. Masalhah said that the IDF soldiers took the children to a toilet and placed them naked in one room and put the air conditioner on cold.

The children told their lawyer Masalhah that the IDF soldier did not give them water and food, and when they asked for water, the IDF urinated over their faces and ordered them to open their mouths to drink. They then forced them to drink the water in the toilet seat and took some pictures.

The children spent two days naked in the toilet room at the squatter colony without food and water and they forced repeatedly to drink urine during their staying. They were forbidden from sleeping or putting their clothes on.

On the third day, the kids were transferred from the toilet at the “Benjamina” colony (Beit Il military base) where they were interrogated from 10 at night until 3 in the morning and after that they were transferred to the Ofer military jail, where they spent three months before being transferred to the Rimonim jail.

The lawyer stated that the children are suffering deep psychological stress due drinking the urine of the IDF and being filmed naked while the soldier were urinating over their faces and bodies.

It should be noted that many stories have been released in the past about IDF soldiers forcing Palestinian youths to drink their urine. In Hebron, the IDF soldiers stationed on Palestinian rooftops were urinating and dropping their feces in water tanks. Several families were infected with typhoid as a result; I know personally from the Jaber and Abu Monshar families which were infected with typhoid after drinking water contaminated with IDF feces and urine, and many more cases were related to me.

This disgusting story is not an isolated incident. 15 years ago, 10 years ago, 8 years ago I reported about such incidents in Hebron. I was told in Hebron stories where soldiers would take the sandwiches from children going to school or from workers and return them with after having shat into them. Others have reported about similar stories from all over Palestine. When they israel destroyed Jenin in 2002, the soldiers defecated and urinated into photocopiers, printers, computers, such behavior is also known from house invasions and the destruction of public and private premises throughout Palestine. Most of the squatter colonies release their untreated waste water onto Palestinian fields and villages what has as a result that the groundwater is contaminated in most of the West Bank. These disgusting stories repeat so often that it becomes obvious that drinking urine and eating feces is an important part of jewish culture. Where did these israeli soldiers, who are all boys and girls from jewish families, learn to defecate into water tanks, into office equipment, on food, learn this, if not at home, where the culture is jewish? Why would all the squatter colonies let their waste water run untreated onto Palestinian villages and fields if it was not their culture to swim in fecal matter?

Israel espouses jewish customs and heritage, and obviously all these European jews want to teach us their culture, their custom of swimming in fecal matter, of eating feces and drinking urine. I can only say that all Palestinians find this jewish culture and heritage plain disgusting. It would be better if they kept their sickening culture to themselves and their shit-eating friends in the USA and elsewhere, for example by serving feces and urine at the receptions of their “embassies”.

Despite the help of many countries, who always cover up the zionist organization’s war crimes in Gaza and Palestine, God and the nature wanted to give Israel a taste of what they perpetrated against nature, children, old men and women in the besieged Gaza, in Palestine and Lebanon. A state of panic, dread, tension, and fear prevails in all villages and cities close to the Mount Carmel fire in Haifa. 35 firefighting aircraft from different countries work together in order to control the fire on Carmel which has hit dozens of Arab, Druz and Israel towns. The information which the Israeli police spokesperson spread in media does not fit with real losses and destruction caused by the fire. The Arab Israeli newspapers are reporting more honestly than what the English and Hebrew editions of Ha’aretz, Yediot Ahronot and Ma’ariv are publishing.

Not long ago, about two years, December 27, 2008 to Jan. 18 2009, Israel burnt Gaza. Tose were 22 days of death and destruction, 22 days bombing and dropping uranium, phosphor and other forbidden chemicals in the middle of civilians. 22 days of ethnic cleansing, of wanton murder and burning next to more than six years of military siege.

Last Thursday a huge fire hit the Carmel Mount in Haifa in the north of Israel, where the Israeli military set up a camp with small mock-up villages similar to towns in the south of Lebanon, after the second Lebanon war in 2006. The fire has killed 41 people so far, among them 36 MILITARY JAIL WARDS (IDF), four of them were Druze from the so-called border police, destroyed more than 8500 acres of dry land, burnt more than million trees and forced 25,000 thousand people from 14 locations to flee from their homes. The fire hit the several villages and towns, Al-Thaharat area in Fureidis, Basmah Tabo’on, Ein Hod and moshav Nir Etzion, Beit Oren, Har Shokef Carmel Hai-Bar Nature Reserve, Sakhnin, Naser Safadi, and it also reached Isfiya, where Arabs and Druze reside. Earlier the flames reached the Carmel Forest Hotel. The unusually warm weather and the strong winds helped the fire approach the University of Haifa, which is located on the Mount Carmel hill in the southeastern district of Haifa.

The images of the Israeli people who were evacuated from their homes in Haifa towns and villages are similar to the images of the Palestinians and the Lebanese who were forced to flee from the Israeli rockets and bombs in the second Lebanon war in 2006 and during the so-called “operation Cast Lead” in Gaza on Dec. 27 2008 – 18 Jan. 2009, with one difference: namely that the victims of Israeli war crimes in Gaza and Lebanon were hit with bombs while they were raising the white peace flags, others were gathered by the the IDF war criminals and murdered collectively, like what happened for example to the Al-Samouni family from Gaza.

[On Saturday, January 3, 2009, after Israeli war criminals took control of the al-Zaytoun neighborhood, the IDF soldiers ordered 100 Palestinian of Al-Samouni to gather in one house owned by Wael Samuni, then at 6:35 am on January 4, 2009 the IDF bombed the house repeatedly. Palestinian sources said that “the Palestinian civil defense and firefighters participated in the efforts to extinguish the massive fire that broke out in the forests of the Carmel Mountains near Haifa. The Palestinian Authority ordered that all the Palestinian newspapers must avoid publishing any statements, memories or comparisons between the fire which broke out in Haifa and the atrocities perpetrated by the israelis upon us. Palestinian President Mahmoud Abbas called his counterpart, the Israeli “Prime Minister” Benjamin Netanyahu and expressed his condolences (on behalf of himself) over the deadly fires raging in northern Israel and the death of the Damon prison wards who were the jailers of so many Palestinians.

Military Troops on Carmel Mount

The israeli government and the police avoided the publication of news about the existence of the IDF training camp in the area, where in the course of training fires were lit in the forest of the Carmel mount. The Israeli Police arrested two brothers, aged 14 and 16, from the Druze Village of Isfia, who were at school when the fires broke out last Thursday at about 11:00.

The world, who stood by watching the burning of the Gaza children, towns, villages and refugee camps, now stands up to rescue the state of the Israeli war criminals, and to extinguish it’s fires. A huge Russian plane capable of holding up to 42.000 liters of water and 35 other aircraft from France, Turkey, Greece, Cyprus, Bulgaria, Spain, Britain, Russia, Azerbaijan, Romania and Croatia arrived in Israel. Egypt, Jordan and the Palestinian Authority, always denigrated in public by the israelis, also offered and sent help. The Russian aircraft tank was filled this morning with 80% of water and 20% of anti-fire chemicals. The estimated amount which Israel has of the anti-fire material is said by the media to be ONLY enough for 4 times of filling the Russian aircraft?! This is all of what the “Israeli state” which owns the largest amount of war and destruction equipment besides their nuclear weapons has. 45 tons of the chemicals with fire-fighting aircraft were sent by to Israel USA.

Curfew Imposed on Arabs In Isfiya

According to Arab sources from Isfiya, whenever the fire was put out in a certain area, it flared back and up again due to strong winds which changed speed. The people said that they are living in a state of silence, grief, and astonishment especially because the village Isfiya is isolated from the outside world after the cut of electrical power and the curfews which the Israeli police imposed on the citizen movements in the town.

As reported by the media, many nations ran to offer help to extinguish the fires which were lit by god’s anger and by the incompetence and irresponsibility bordering on the criminal of Israel. Once again the world fell for the pity ploy of these psychopaths and is helping them extinguish fires which probably resulted from military exercises in preparation for their next atrocity. When will the world learn to stop giving these criminals a pass? Were 150 million dead at the hands of the Bolshevik jews not enough for Russia? Were the horrors of the civil war with its millions of dead, instigated by Bolshevik jewish elements, not enough for Spain? Are the 120 years of atrocities perpetrated against us Palestinians not enough for the world? What will be needed for the world to see that Israel and all those who support her are to be avoided, frozen out, let to their own devices and to the will of God?

When prisoned women cry the injustice of the prison wards, the darkness of the prison, the inhuman treatment, diseases, solitude and oblivion in the middle of the dark, then the mercy of heavens turns into a curse on the prison and the wards. The death there never is gloating, but in the death of prison wards is a lesson of wisdom. It is the JUSTICE OF HEAVEN.

Yesterday, more than 40 israeli prisoners were burnt to death after the bus which carried them to the Damon prison was amid the blaze which broke out on Mount Carmel in Haifa, in the north of Israel. Another 25.000 were evacuated from their homes. The cause of this largest wildfire in Israel (the land stolen land from the Palestinians) history, is the curse of the devil arisen from the Damon prison, where Israel held about 16 Palestinian women as political prisoners and more 450 Palestinian workers who had entered Israel in search of work without a so-called travel permit.

The Damon prison was built in 1953 as a store for tobacco. The building of the prison keeps a high degree of moisture, as it was designed to save the tobacco leaves. In the year 2000, the prison was closed because of the insalubrious conditions which are detrimental to the health for human beings. However, the Israeli government re-opened the unhealthy prison in 2001, one year after having closed it.

The about 450 Palestinian prisoners which include about 16 women as political prisoners are distributed in three sections. In one of them the Israeli occupation holds the prisoners under the age of 18 years. Another ward in the prison is for the criminal Israeli women who were involved in crimes of murder, trafficking drugs, and “immoral activities”.

The Damon prison is described as the worst prison known in the history of the Zionist occupation and occupiers. The facilities are very old and filled with mold and humidity, the water given to the prisoners is not clean and has yellow color, and is considered as unfit for human consumption.

Since after the second Lebanon war in 2006, the Israeli military set up a military base and some small mock-up villages similar to Hezbollah towns in the south of Lebanon in the middle of the bush where the fire broke out. The army trains thousands of its troops in this place in preparation for a coming invasion of Lebanon. As a result of the fires, the army evacuated its military equipment from the bushes since yesterday night. They closed the area for journalists while they were transferring their equipment out of the area. A big possibility suspected by many is that the IDF set the fire on purpose in order to later get its hands on the area, where many Arab villages exist until today. Another possibility is that the radical settlers who are against the presence of the Arab villages set the fire.

During a Palestinian-Palestinian confrontation, between me and Dr. Nabil Shaath, the member of the Central Committee of the Fatah and its commissioner of international relations, who delivered a speech at the UN on the occasion of the International Day of Solidarity with the Palestinian People, Dr. Shaath was not able to give a short answer to my question of about the so-called “security coordination” between the Palestinian Authority and the “DCO” office of Israel, in which the Palestinian security system is ONLY used for jailing Palestinians and protecting the terrorist jewish colonists and their zionist project in Palestine.

The speech of Dr. Shaath delivered on that day was interspersed with inane laughter was not right for the place and the occasion. It can only be described as clowning and demagoguery that did not rise to the level of responsibility for the Palestinian which is expected from someone in the position which Shaath occupies.

Mr. Nabil Shaat described the miserable situation of the Palestinian Authority and how President Mahmoud Abbas and his cabinet are not able to move between their cantons spread here and there in the West Bank without asking for permission from the Israeli occupation. He also described the difficulties which the PA faced during the so-called peace negotiation with Israel. Dr. Shaath was complaining and laughing at the same time, mixing between serious issues and his silly jokes during his official speech at the UN. He decried the miserable situation which the PA accepted and brought to themselves and their nation.

The image of the Palestinians which Dr. Nabil Shaath presented in his speech described the Palestinians as those who are powerless in facing the Israeli occupier regime. I told Dr. Shaath that the Palestinians are not weak as he described and that we would be able to do lots of things if the PA freed our hands. I demanded from him that the Palestinian Authority should stop its farce of the so-called “security coordination” with Israel, a spying mission in which the PA officials are turned into spies at the hands of the Israeli occupation and the Americans secret service.

I said: “I am happy because there are not many diplomats with us in this room so they do not hear what I want to tell you Dr. Shaath. We as Palestinians are able to do lots of things; I request and demand that you to stop your “security coordination” with the Israeli war criminals, and stop protecting them. This is the only thing that makes us Palestinians weak. I also ask you to stop jailing the Palestinian politicians and resistance. I see that your coordination with the Israeli war criminals ONLY puts you in the weak position. The Israeli occupation is using your authority to capture and to jail the Palestinian resistance.

Again, I demand that you stop this kind of criminal coordination and see how Israel and the US will react. It is really horrible what you are doing in Palestine. You are continuing to deal with them from the position of a weak partner, while we are strong and those people who you meet and kiss in Ramallah headquarters are all war criminals. They came to my apartment to try to murder me where I live in Vienna because I am not listening to you or controlled by them. I am ashamed and bored of all what you are doing in Palestine. Over 23 years of negotiations with the Israeli occupation and all what we received is NOTHING. Don’t you have another qualified negotiator instead of Mr. Saeb Erikat who has stayed in his place as a negotiator since 23 years?”

With loud laughter Dr. Shaat answered to my intervention that it was better if I continued photographing instead of talking. Ambassador Zuheir Al-Wazeer also intervened and said to me “you are a good photographer, and you make excellent photos”. His nervous laughter clearly reflected his confusion. Shaath replied to my confrontation with words which completely lacked any sensitivity and were totally off the subject. He mixed between things and caused himself to become involved into a confrontation with the Consul of the Republic of Syria, Mr. Jamal Agha, who was present at the event.

Shaath said that “he understood well my argument”, and then engaged in minute-long rambling: “but once the people decides to go in a military actions they go, but when they do not want to go to a military action they do not free the people to do so. This is not what Fatah is doing in the West Bank, but also what Hamas is doing in Gaza. You can’t allow people to shoot rocket when you are not ready to continue a fight against the Israeli occupation, like what happened in Gaza in 2009. You can’t allow people to go on their own and fight Israel in West Bank while there is a decision not to go to a military fight now, and if you are a Syrian you do the same at the Golan Height, and you do not allow people to go to the border to make war against Israel while the Syrian are not ready to do it”.

You do not allow the Lebanese to go to the border to fight with Israel when there is no decision to do so, even Hezbollah will arrest and jail the people if they go to border to fight with Israel without a decision of going to a military fight”.

“I understand you that we have enough people at the Israeli Jails, and that we do not want to act like them and to put the Palestinians in Palestinian jails or the Syrian in Syrians jails. We have enough people at the Israeli Jails. I understand you but that is not really all about, there are two things which have to be considered, first: we do not want any political prisoners in Palestinian jails in Gaza and the West Bank. And second, we do not want the people to take the matter in their hands and to decide that they want to go to make war when their people are not really ready to fight that war.”

“In Gaza 25% of the homes are destroyed, and 50,000 Palestinians were injured, and 14 hundred were killed, and the Israelis if they decided to attack Gaza again, they can destroy the whole of Gaza if Hamas did not stop the people in jail who want to shoot on the Israelis, and this is the same in the West Bank, we have decided that this is not the right time to go in full military confrontation with the Israelis. We did that for 27 years plus 6 years of Intifada. All together 33 years we did the military confrontation with Israel, and now we are not ready for that. Because of this reason we decided to go in a popular struggle against Israel.”

I answered: “But you are still jailing the popular resistance Mr. Shaath, and you are protecting the Israeli occupation instead of your people, the Israelis continue killing, jailing and invading our towns and cities, humiliating the people, destroying their property under you supposed full protection, so who will protect me and the Palestinians”.

This long answer of Dr. Shaath was off topic. I just asked him to stop the so-called security coordination with the Israeli occupation and to use this paper as a pressure on Israel in order to stops its arrogance in dealing with the Palestinians who they treat miserably, even in small things like that President Mahmoud Abbas needs a travel permit from the occupation whenever he moves from his basement to another Palestinian canton or to so-called peace negotiations.

I also demanded from him to stop jailing the Palestinian politicians. Dr. Shaath is a big liar and the Palestinian jails are full of politicians and political activists, not of army. Even Sheikh Dr. Tayseer Al Tamimi, the former head of the Islamic judges, was fired by President Mahmoud Abbas on the 7 th, of June 2010 from his position after he delivered a speech about Al-Aqsa mosque, in which now all religious speakers are forbidden to talk about under the new instructions of so called “incitement against Israel” issued by the Palestinian Authority.

In Palestine there are no borders which Shaath should protect from a “military war”. There are cantons, ghettoes, and small jails where all Palestinian are humiliated by both the Israeli occupation and the PA puppets. During the 33 years which Shaat mentioned, there was no “military war” against Israel, there was ONLY resistance struggle against the Israeli occupation, which was taken up by the PLO and the people directly affected by the Israeli crimes. Either Dr. Shaat did not know what he was speaking, or he was sick and confused.

His irresponsible answer leads to a confrontation with the consul of the Republic of Syria, Mr. Jamal Agha. He told Dr. Shaath: “Please do not speak on behalf of others. I am from the Syrian Republic and I do not accept that you speak on behalf of us. Thank you”. The Syrian consul said that Syria does not jail their resistance, (meaning the Syrians from the Golan Heights who have been robbed from their possessions by jewish squatters who are supported by israel and several European countries). This was what the consul understood from the irresponsible ramblings of Dr. Shaath answering to my simple and clear request.

Dr. Shaath tried to clarify to consul Agha what he said about the Golan Height in his answer to my question. He turned the things upside down in his “clarification”, which is recorded on video, (the Palestinian Embassy does not want me to publish it). The Syrian Consul actually understood well what had been said. Dr. Nabil Shaath had said EXACTLY what the Syrian Consul had understood.

Ambassador Ali Asghar Soltanieh, Permanent Representative of the Islamic Republic of Iran

It should be noted that Dr. Nabil Shaath did not attend the formal session of the International Day of Solidarity with the Palestinian People, just like many Ambassadors from Arab countries whose presence would have been welcome. Dr. Shaath was present at the informal event which took place during the morning at the UN Rotonda, where he gave a brief speech and then left for lunch. He arrived over one hour late to the formal ceremony in the UN conference center and proceeded to mix things up.

My impression is that Dr. Shaath does not understand or care much about the situation of Palestine because he is travelling most of time, or residing in Egypt where the problems far away. As a Palestinian I feel offended that Dr. Shaat, who formerly occupied the position of foreign minister of the PA, and currently the commissioner of international relations of Fatah, dishonors us by arriving late to an important occasion involving dignitaries from the nations which support us. Equally, I am consternated that he would call our resistance struggle against the occupation a “military war” and speak of “borders” which do not exist. I wonder if it is appropriate for him to continue representing Palestine to the outside world.

A Prosaic Speech Of Solidarity with Israel

In a speech which was read at the UN on the occasion of International Day of Solidarity with the Palestinian People, Palestinian Ambassador Dr. Zuhair Al-Wazeer, on behalf of President Mahmoud Abbas, thanked the efforts of the United Nations and its support to the Palestinian people. The president urged the United Nations, represented by its Secretary-General, to continue in its efforts until they reach a comprehensive, lasting and just solution to the Palestinian cause which ends the Israeli occupation and enables the Palestinian people’s the right to self-determination

The Palestinian President called in the speech on the international community for action to compel Israel to abide by all resolutions of international legitimacy, which states for Israeli withdrawal from all Arab territories occupied in 1967, pointing out that the peace process and negotiations will not lead to results, but will only exacerbate the violence and extremism if Israel does not commit to the implementation of the UN resolutions of the Security Council No. 242 of 1967 and No. 338 of 1973, which are the basis for the peace process in the Middle East

President Abbas also called on the international community to put an end to all unilateral acts by Israel which undermine the peace process in front of Palestinian and global public opinion.

He said: “The essence of the conflict is the occupation and the settlements, and the time has come for the world to address the roots of this conflict to end the occupation and achieve the Independence State of Palestine, which we hope it will be a new active member recognized by the United Nations in the next year”. He added: “we assure you all that the United Nations and international legitimacy will remain the reference and sanctuary for us to take any decisions if all the efforts failed in the negotiations, which we assure you that we will do our best to make it success”.

The Palestinian president asked repeatedly in his long speech for the support the international community and the Arabs, most of whose representatives were absent from the event of solidarity with the Palestinian people. He said: “The Palestinian people derives its unwavering faith from the justice of their cause and your support and solidarity (he meant the support of the international community, most of whose representatives and ambassadors were not present at the official ceremony) and the support and the solidarity of all the brothers and friends (he meant the Arab countries, most of whose ambassadors and representatives did not attend the event of solidarity with Palestine this year or in the past three years).

The Palestinian President also asked the efforts of co-sponsors of the peace conference, including President Obama (who has repeatedly proved his incompetence and failure, and who clearly supports the zionist State through generous financial gifts of billions of dollars gifts of US arms and other destruction equipment banned internationally so that Israel accepts “temporarily freezing” their colonies in occupied Palestine). Abbas also begged the Russian and the European Union and Japan, China and the Non-Aligned Movement for support in the speech read on his behalf, and he did not forget to beg the support of all the so-called friends of Palestine … everywhere, particularly in the United Nations.

He ended his speech read by Ambassador Al-Wazeer on his behalf by sending a message to the Israelis: (the Zionists), saying that our hand will still be able to carry the dry olive branch from the rubble (he meant the ruins of neighborhoods which were destroyed by Israel in various cities of the West Bank, in occupied Jerusalem and the Gaza Strip, in the largest ethnic cleansing operation of Palestinian people in the history of the occupation). He added that “we will continue to extend our hand for just peace in order to secure a safe future for our children and the children of Israel”. (He meant the war criminals and the murderers children who crushed our nation in Gaza and the West Bank and who stole our land and built their Zionist organization).

Also, the previous sentence could be understood to mean that the PA will continue playing the game of “peace process” to ensure the salaries of the corrupt system of the Palestine Liberation Organization and until the Palestinian nation will not find one meter to negotiate about, which is when they will announce an end to the Palestinian National Authority and run away to other countries with all the money from their betrayal stashed in their bank accounts.

As a Palestinian I feel deeply sad and ashamed that the Palestinian Authority goes to the UN to ask for alms in my name, under the pretext of solidarity with a Palestine and a Palestinian people. Our rights are inalienable, based on international law, they are non-negotiable. Period. Our rights need not be asked or begged for, they do not depend on the benevolence of our Arab or other “friends”. I hope that in the future the representatives of Palestine will find a far more assertive tone, reminding the world that the time has come to trim back Israel and its supporters, what is certainly possible with very little effort. Israel has no standing in law or otherwise to exist. Also, every power in this world can be broken, and the apparent power of the zionists is no exception to this rule. Before this background and with this understanding it is that all future conversations regarding the future of Palestine should be held.

Iran Confronts The Israeli Crimes At UN

Yesterday several speeches were delivered at the UN on the occasion of International Day of Solidarity with the Palestinian People. The ceremony was held on Monday Nov. 29 2010 at the UN Office in Vienna. A special message from United Nations Secretary-General Ban Ki-moon was read in Arabic by Mr. Maher Nasser, the director of the United Nations Press office (UNIS) and who is Palestinian, on behalf of Yury Fedotov, the UN director in Vienna, who was not at the event because of being out of the city.

The formal ceremony included opening remarks and a statement by the Chairperson on behalf of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, a special statements delivered by the Host Country of Austria, the Non-Aligned Movement, the League of Arab States and the republic of Iran.

It was very clear that many Arab Ambassadors did not attend the Palestinian solidarity event, except Ambassador. Dr. Mikhail Wehbe, the representative of the League of Arab States. Present were the Ambassadors of Syria, Oman, Yemen, the Islamic of Republic of Iran, consuls from Jordan, Syria, Iraq, Egypt, Qatar, Oman and Lebanon. From the non-Arab countries, few ambassadors attended the event. Present were the Ambassador of Chile, a Mexican representative and also representatives of a few more countries, and the representatives of organizations like of CTBTO, OFID, OPEC and some well-known Palestinian faces who represent ONLY Fatah.

Earlier during the same event, at 12:45 in the rotonda of the VIC, an event organized by the Permanent Observer Mission of Palestine in cooperation with UNOV, featuring a reading of “The Gaza Monologues” by Angela Waldegg was held. Bashir Mirzo, a Syrian musician, played Oud.

At 16:00, the formal session started in conference room M3. Excerpts from a speech by the United Nations Secretary-General, which was read by Mr. Nasser: “Every year on the International Day of Solidarity with the Palestinian People, we reflect on the situation of the Palestinians and consider what more we can do for peace. Two timelines reach a critical point in 2011.

First, Palestinian President Abbas and Israeli Prime Minister Netanyahu have pledged to seek a framework agreement on permanent status by September. Second, the Palestinian Authority is on track to complete its two-year agenda of readiness for statehood by August.

At its meeting in September 2010, the Quartet stated that an agreement can be reached in the timeframe set out by the leaders themselves, and that the Palestinian Authority, if it maintains its current performance in institution-building and the delivery of public services, is well-positioned for the establishment of a State at any point in the near future.

Yet few Palestinians are optimistic that anything decisive will be achieved next year, or even at all. Looking at the situation on the ground, I understand this despair. Soon after direct talks on final status began in September, they were undermined by the expiry of Israel’s commendable settlement moratorium. Construction of hundreds of new units throughout the West Bank commenced, and new approvals for settlements in East Jerusalem were given. This development is a serious blow to the credibility of the political process. The obligation remains on Israel to meet its responsibilities under international law and the Roadmap to freeze settlement activity.

Ambassadors of Syria to Austria.

It is also true that few Israelis seem hopeful that peace can be achieved soon, and I am sensitive to Israel’s security concerns. But I ask all Israelis to look with fresh eyes at the indisputable emergence of a reliable security partner on the ground, and the continued commitment of President Abbas to Israel’s right to live in peace and security, and to his rejection of violence and terrorism. I also remind everyone of the promise of the Arab Peace Initiative that a two-State solution and comprehensive Israeli-Arab peace would be followed by the establishment of normal relations between Israel and all Arab States.

I commend the steps taken during the past year to improve conditions on the ground. However, much more is needed. The Palestinian Authority must continue to roll out the institutions of statehood, combat terrorist attacks and curb incitement. Meanwhile, it is both Israel’s interest and its duty to begin rolling back the measures of occupation, particularly with respect to movement, access and security actions.

I remain very concerned about conditions in Gaza. I express appreciation for the modification of Israel’s policy and the approval of a substantial number of United Nations projects. But this can only be a first step. Full implementation of Security Council resolution 1860 should follow. Israel needs to enable broader civilian reconstruction, free movement of persons and the export of goods, and to facilitate the swift implementation of projects. Rocket fire from Gaza must stop. A prisoner exchange, the extension of de facto calm and progress on Palestinian reconciliation are also key steps.

An overwhelming international consensus exists on the need to end the occupation that began in 1967, address the fundamental security concerns of both parties, find a solution to the refugee issue and see Jerusalem emerge from negotiation as the capital of two States. I challenge the two leaders to show statesmanship and political courage in reaching a historic peace. The international community, for its part, must be ready to assume its own responsibilities for peace.

Let the year ahead be the one in which we realize, finally, a just and lasting peace in the Middle East based on Security Council resolutions 242, 338, 1397, 1515 and 1850, previous agreements, the Madrid framework, the Road Map and the Arab Peace Initiative. I will do everything in my power to support these efforts.

The Zionist Mentality

Ambassador Ali Asghar Soltanieh, Permanent Representative of the Islamic Republic of Iran, delivered a sensible speech on the occasion of the “International Day of Solidarity with the Palestinian People” in which he addressed and described the Zionist state of Israel correctly. He said: “The continuous Middle East crisis is originating from inattention and silence of the international community vis-à-vis the issue of occupation of the Palestinian territories, ignorance of basic human rights of the homeless people of this territory and continuous violation of internationally recognized norms and principles by the Zionism regime. The Israeli policy and conduct committing crimes such as massacre of thousands of innocent Palestinian children and women, targeted assassination, arrest of Palestinians including minors and women and keeping them in dreadful conditions in prisons and detention camps, siege of Palestinian regions, illegal settlement, destruction of houses and infrastructures, and construction of the apartheid wall are obvious examples of state-terrorism and racism”.

He added: “Less than two years ago, a horrific human tragedy took place in the Gaza Strip which resulted in the strangulation and slaughter of innocent and defenseless people, especially women and children, by using intentionally prohibited weapons such as phosphorus and depleted uranium. Those barbaric crimes, once again, challenged the credibility of the international community and undermined the most basic values for which the civilized world stands. The United Nations have recognized the atrocity of the Zionist regime in Gaza as war crime. Regretfully the siege of Gaza, the largest prison in the history, is still continued and innocent Palestinians are struggling to survive. The international community has to take serious steps to stop such crimes and humanitarian massacres”.

Soltanieh said that that the problem of the Middle East is not shortage of peace plans but the main problem is lack of recognition of the main root cause of the crisis: Zionist mentality and inaction vis-à-vis violation of the international law and the United Nations Charter by the Israeli regime. As the Secretary General of the United Nations in his message on this occasion stated, the Zionist regime, despite of its responsibilities under international law, has commenced construction of hundreds of new units throughout the West Bank and has given new approvals for settlements in East Jerusalem. Such measures clearly indicate once again that the regime neither respects international law nor heeds even to the advice of its alliance and supporters. The measures taken by the Zionist regime for continuous expansion and occupation of Palestinian territory and expelling its genuine inhabitants from their homeland is an obvious example of racism.”

Soltanieh exposed the Zionist regime saying that it has always tried to introduce external factors and regional countries as barriers towards peace and stability in the region. As a matter of fact, the regime resorts to this policy so as to export its crisis abroad. Some western countries, the United States in particular, have merely highlighted the security of the Zionist regime at the cost of insecurity of Palestinians and deprivation of benefiting minimum standard of peaceful living. They should note that this is a source of instability, insecurity and confrontation in the Middle East. The emphasis of the Israeli regime on the existence of a Jewish state is as re-emergence of an apartheid mentality which was finally removed after years of struggle and international condemnation.

Soltanieh asked: How can any civilized individual ever accept or even understand that a group of people, presumably followers of a religion, from different parts of the world, will occupy a homeland of another group of people living in peace for thousands of years, under the pretext that say 3 thousand years ago, their ancestors have called that area as “Promised land” thus they consider a right for themselves to occupy Palestine, massacre innocent Palestinians and establish a Jewish State by constructing buildings on their dead bodies and graves. Such buildings based on injustice and crimes against humanity are not stable and soon would collapse.

This is a shameful and dark chapter of our recent history. If peace loving people of the world would not protest actively in removing this ugly spot in the region, such a mentality will then become precedence, others might follow suit, and therefore the world would face anarchy and bloodshed. The above mentioned atrocities and aggression, along with nuclear weapons capabilities of the Israeli regime will surely threaten the security of countries in the Middle East and the world at large.
Therefore, the international community must not only categorically condemn but promptly destroy the root cause of such crimes against humanity, Zionist mentality, once for ever as it did by wiping out the “Apartheid mentality”, getting the world rid of such an inhumane danger. It requires global mobilization of all peace loving people of the world against the occupying regime of Palestine, the Zionist regime of Israel, and its guardians.

He ended his speech saying: “based on the above historical background and principles I have to reiterate the fact that the issue of occupation of Palestine is not only the concern of brotherly Arab countries, and over a billion of Muslims, but concern of the people of the whole world. Therefore, any attempt to make temporarily selectively peace agreements with selective countries in the region dooms to total failure, as we have witnessed during past decades.

The Islamic Republic of Iran is of the strong belief that the only pragmatic ultimate solution for a sustainable peace and stability in Palestine is through full restoration of the rights of the Palestinian People including return of all refugees to their homeland and a democratic mechanism, a referendum, through which all inhabitants of occupied Palestine, composed of Muslims, Jews, Christians, as well as the Palestinians driven out of their homeland, would have the possibility to determine their future in a democratic and peaceful manner.”

Successive British governments have neither apologized nor pressured for a genuine solution for the Palestinian cause.

We, the Palestinian Return Centre, Palestinian Community in the UK and Palestinian Forum in Britain; started this petition initiative to push current British government to recognize its historical failure in Palestine.

It is also to urge the government to play a more active role in promoting justice and human rights. Additionally, we are calling for an apology and to defend the rights and properties of British Palestinians. Anyone over the age of sixteen and, is British of Palestinian origin is encouraged to complete the petition. To the Right Honourable David Cameron MP

Dear Prime Minister,

We the undersigned British of Palestinian origin appeal to HM Government, in recognition of its historical role in the ongoing plight of Palestinians, to take historic steps in ending it.

November the 2nd will mark the 93rd anniversary of the Balfour Declaration. This declaration is the main symbol of Britain’s failed policy in Palestine. The turbulent effects of this failure still remain with us and Palestinians more than any other have been the victims. For decades Palestinians have suffered from endless wars, experienced massacres and were forced to flee from their land.

The real tragedy Mr. Cameron is not that Palestinians are suffering, it is that they have suffered for so long, even though the moral and legal weight have been on their side right from the beginning, and the international community have failed miserably to correct the historical injustice. The right of Palestinians to return to their lands is enshrined in the Universal Declaration of Human Rights, The International Convention on the Elimination of all Forms of Racial Discrimination, The International Convention on Civil and Political Rights. Right of return is guaranteed under Humanitarian and Human Rights Law and including countless UN resolutions.

Palestinian rights were further reinforced, In July 2004, by the International Court of Justice (ICJ), when the ICJ was tasked by the UN General Assembly to issue an advisory opinion on the Legal Consequences of Construction of a Wall in the Occupied Palestinian Territory. This was an unprecedented moral and legal victory for the Palestinian cause. However, six years on, instead of finding a more chastened Israel we find a more hostile Israel, demonstrating impunity for international law and displaying yet more aggression against the Palestinians.

Mr. Cameron we are not calling on HM Government to side with the Palestinians but to side with the moral and legal positions that are unequivocally made by the highest judicial body in the world and countless human rights organisations. This is the least any citizen can demand from their government that is committed to law, justice and human rights.

We greatly appreciate your stance on Gaza and the Flotilla. And we were very encouraged by many of your MPs who also held a very strong moral and legal position following the attack on the flotilla. Your coalition partners, including the Deputy Prime Minster Nick Clegg, have written and voiced their concern over Israel’s deep hostility towards the Palestinians. Not only is it immoral and illegal it is also dangerous for the region, the international community and of course Britain.

We need a new politics for our foreign affairs, a new politics that leans towards greater justice and human rights. This coalition government has an opportunity to start that. Mr. Cameron the long arc of history may still judge the British position favourably; In Palestine our story could be a tale of redemption and reconciliation and not just as a flawed and duplicitous imperialist. The words you speak and the position you take from now can turn a new page in Britain’s role in Palestine. The next four years in office is an opportunity for you to remake this history and reposition Britain as a voice for justice, peace and human rights in the region.

History will judge Britain favourably in the region only when Britain plays a major part in ending the suffering of Palestinians. This can only begin when Britain apologises for its role in this affair and becomes visibly active in undoing the injustices of the past six decades. A courageous step will be made when our Prime Minster defends the rights and properties of British citizens who fled violence and persecution in Palestine. These citizens still hold deeds to their land in Palestine but still they have been denied their right to return to their land and reclaim their home from which they were expelled.

Now, after 93 years, 7.1 million Palestinians, three quarters of the population, have been made refugees. Most are living on handouts from the international community, many facing intolerable pain and suffering on a daily basis. They see no end to their suffering as Israel continues, in an affront to international law and justice, to change facts on the ground by taking more land, building more settlements and imprisoning 1.7 million Palestinians in Gaza.

List of about 500 Email contacts of the israeli Press Office. I was included in this list apparently by error. I received several Emails while in the list, among others one inviting me to assist to a conference about “the future of the settlements”, during which the war criminal Shaul Mofaz will speak. I received this list of Email addresses from Major Guy Inbar, spokesperson for the office of the “Coordinator for Government Activities in the Territories (COGAT)” – which is the civilian office which coordinates and plans the ethnic cleansing, war crimes and genocide of Palestinians in the West Bank and Gaza.

Many Email addresses are in duplicate, and some people are present with several Email addresses. The list shows that the IDF has a desk for the USA,one for Europe, one for the EU, and that there are PACs (political action committees) set up in various geographies for the purpose of imposing israeli interests on the political systems of these places. The press contacts of this list are sparse outside of israel and outside of known zionist propaganda relays like CNN, Sky News or BBC. The recipients with identifiable links to some institution can be broadly split into the groups: zionist compliant media, zionist pressure groups, israeli government. In any case there are not many news agencies or media interested in whatever the GPO may want to say; apparently decent people in their right mind want to have nothing to do with common criminals posing as a government.

On Friday Nov. 19 2010, an Israeli soldier sent me the e-mail below in which he asked me to add him to the list of war criminals. He donated several names of Israeli soldiers who according to him participated in war crimes against civiliasns in Gaza, Dato Aleksidze from Raanana, Irakli Chkheidze drom Bat Yam, Koby axalishvili from Ber sheva, and he asked me to add them to the list of the war criminals posted on my website.

The Israeli soldier wrote:

I wrote the soldier back: I have no problem adding you to my collection of war criminals, but I need more than just names and your angry Email to believe that you took part in these crimes.

I need some more items of information about you and your friends in case you want to be included in my list:

- Full name (also in hebrew)
- Date and place of birth
- Postal address
- Passport or ID number
- Military rank (current and while in Gaza), military unit to which you are/were attached, commanding officer (and rank)
- Picture of face (best is an ID photo, or a scan of your passport).
- Description of activities during operation cast lead – special mention of war crimes and crimes against humanity perpetrated, with place and time.
- If you perpetrated war crimes or crimes against humanity while in the West Bank, you are also eligible to be included. Describe your activities accordingly

For your reference, the definition of genocide, war crimes and crimes against humanity is in chapters 6 to 8 of the Rome Statute of the ICC. You can forward this email to all your friends who participated in operation cast lead or served in anywhere in Gaza or the West Bank, in case they also want to provide me information about their experience. Any information you or others provide will be published and possibly forwarded to criminal courts in various jurisdictions if it is found credible.

The e-mail which this Israeli soldier sent me made me wonder if the title of “war criminal” is desirable, wished by all the soldiers of the Israeli occupation army. Has the level of filth, crime and depravity in the so-called “Israeli Defense Forces” reached the point where every Israeli soldier intentionally murders children, elderly, women and innocent civilians and then boasts of his crimes so that his name can be included in published lists of war criminals? Does the crime, terrorism and murder are the title which become the only distinguishes the Israeli occupation soldiers from all other occupation soldiers throughout the history and time?

At a time when normal people pride of their studies, knowledge, efficiency, of winning awards in the fields of science, literature and peace, of defending the human rights and other positive qualities and titles, the soldiers of the zionist organization, the so-called “state of israel”, are proud of their crimes, their terrorism and the deliberate murder of innocent civilians. The impunity of those criminals made them demand from human rights activists and journalists to include their names in lists of war criminals. On Nov. 18 2010, yet another e-mail landed in my inbox. The name of the writer is Avi Drori, another jewish name. The IP number of the writer e-mail says he was registered in the UK. Below is a screen shot the Drori e-mail.

These e-mails landed in my inbox after a report was published about 200 Israeli war criminals by others. The report has some new information about those criminals. This information could help the peace and the human rights activists to develop a legal case before the justice, it also exposed those criminals before the public opinion in Israel. Since publishing that report, thousands of Israelis have visited my website while they all were searching in Google for “Israeli war criminals”. Among the Israelis who visited my homepage were the Israeli government main provider, IDF soldiers, settlers, kibbutz and etc.

On Friday Nov. 19, 2010 midnight , yet another e-mail from Israel landed in my mailbox. The writer was a moav vardi, he introduced himself as a journalist. He said that he was very interested to talk with the people behind the initiative of publishing names and photos of the Israeli war criminals. He asked me “Do you know anything about it or how can I get in touch with these people?” see the e-mail below:

If you search in Google about “moav vardi”, you will find nothing, just a profile on LinkedIn which says that he is a magazine reporter of a magazine without name, and Channel 10 News. From experience I know that most Israeli journalists are engaged by the israeli intelligence. The Israeli media was militarized during and as a consequence of the second Intifada. All of the israeli journalists served in the IDF as soldiers, and most of them took part in the Lebanon 2006 war and the so-called “Operation Cast Lead” in Gaza.

I have always been aware when an israeli contact me and asked questions under the cover of being a “journalist”. I remember the case of an Israeli journalist who used to work with AFP and who was engaged by the Israeli intelligence. This journalist was behind the arrest of Marwan Al-Barghouti, or at least he spied on him and helped the IDF arrest him.

Channel 10 News is well known as a radical and silly operation where several former IDF officers and settlers work as “journalists”, people like Lior Shlein, Natan Beshevkin, who are former IDF soldiers and live as squatters in the colony of Nilin in the West Bank. Channel 10 has aired programs insulting and inciting against Christians and Muslims. The Channel operates under the auspices of the second israeli broadcasting authority (SBA).

Tuesday – Nov. 17 2010 – The Embassy of Morocco in Austria presented yesterday a fashion show of the Moroccan design by Mrs. Noelle Ouafaa, Mrs. Ajana Asmaa and Mr. Lakkdar Mohammed during the celebration of the National day of Morocco, at a Gala Night on the occasion of “The Moroccan Week in Austria” held at the Radisson Blu Palais Hotel Vienna. The celebration and the fasion show were attended by hundreds of members of the diplomatic corps, of Arab and other Ambassadors, and representatives of the Austrian Government and Austrian society.

The celebration started with a speech of Moroccan Ambassador Omar Zniber on behalf of His Majesty The King of Morocco King Mohammed VI, by welcoming the attendees and explaining the significance of the National Day of Morocco and the advance and achievements of Morocco in building a democratic society, which forms an important turning point in the history of Morocco since the seating of King Mohammed VI on the throne of the Kingdom. The Ambassador reviewed the achievements of the Kingdom of Morocco and on human rights, economic and social development, in interaction with the international developments.

The first part of the fashion show displayed designs by Mrs. Noelle Ouafaa and Mrs. Ajana Asmaa, it began and ended under the warm applause and admiration of the audience. The fashion and styles displayed reflect the great extents of civilization and culture of the Kingdom of Morocco which is rooted in its peoples traditions, costumes, and fashion. The second part of the fashion show displayed designs by Mr. Lakkdar Mohammed. The audience warmly applauded the beautiful and elegant designs displayed by Mr. Mohammed.

The celebration and fashion show of the Moroccan Embassy started and ended accompanied by typical Moroccan music performed by the “Shalban Group”. A dinner –Buffet of typical Moroccan gastronomic specialties especially prepared by the Embassy was offered to the guests accompanied by soft music of “Al Oud” and “Al Kanoun”.

A display of Moroccan music and the traditional dance (Gnawa) took place between the fashion show and the national day celebration and dinner.

50 members of the Palestinian Naval Commando operations are training in Croatia, Serbia, and Hungary in coordinating with EU, and 25 of Palestinian Naval Commandos are being training in the United States under an agreement reached between one of the former PA elements who escaped from Gaza, Mohammad Dahlan, and the U.S. National Security Advisor James Jones, as well as Lt. Gen. Keith Dayton. The training of the Palestinian Commandos is part of a plan and preparation for invading Gaza and topple Hamas.

According to Palestinian Information Center (PIC), Muhammad Dahlan, who was already once forced to escape Gaza because of his lawlessness and unpopularity, is making strenuous efforts in cooperation with a number of EU states, Britain and Israel to develop a plan to occupy the Gaza Strip and to overthrow the government of “Hamas” there.

The first item of the bloody plan is to entrust Dahlan a leading position in the field of security in the Palestinian Authority (as interior minister, responsible for the planning system or the main security / intelligence service, and the Preventive Security Service).

According to the bloody plan, when Dahlan takes over the power of the Palestinian security, this will give him the opportunity to implement his duties as a “legitimate” head of the Palestinian security and to end the role of Government of “Hamas” which controls the Gaza Strip.
