Independent Commission for Human Rights Calls for Forming a Impartial Inquiry Committee to Investigate The Death of Raed Mahmoud Deeb al-Halteh in Tulkarem’s Penitentiary

Independent Commission for Human Rights (ICHR) is gravely concerned over the conditions of the death of Raed Mahmoud al-Halteh, 49 years old, from Tulkarem. He died in Tulkarem’s Penitentiary on Saturday August 4, 2012.According to ICHR’s documentation, he was admitted to the penitentiary on July 8th of 2012 to serve a sentence of six months in prison.

On Saturday afternoon, August 4 2012, he squabbled with a guard of the penitentiary and was transferred to a solitary cell with his hands tied as a result. At breakfast time, he passed out and the authorities of the penitentiary took him to Thabit Hospital where he passed away at 9:00 pm. His body was transferred to al-Najah University Forensic Institute for post-mortem examination.

In light of that, ICHR expresses its grave concern over the death of al-Halteh and other previous similar death cases and asks for forming an impartial inquiry committee to investigate the death of the aforesaid citizen and other similar death cases. It also asks to consider all the available data to reach the truth, therefore it insists on the dissemination of the committee’s findings, on having the recommendations publicly and for taking the necessary measures against whoever proven involved in the aforesaid death case.
