part of the European Sustainable Cities & Towns Campaign. This

ABSTRACT
The
quality of living conditions and well being of city dwellers is a
central goal of urban policy. Urban planning plays a critical role in
reducing the levels of pollution and increasing the quality of life
in cities. Most European planning systems do not yet explicitly
address issues of sustainability, health, pollution or equity.
International commitments to move towards sustainable development,
involving all interests in the process of policy-making, provide a
framework for a new approach. Effectively coordinated programmes are
necessary to integrate land use and transport, economic, social and
environmental issues and resource planning. This can only be achieved
if stakeholders whose interests affect or are affected by the urban
planning process in cities are involved. Involving the public and
promoting awareness and shared ownership of the process is especially
important. This document provides a guide to reorienting urban
planning towards the principles of Local Agenda 21 through a process
with 21 steps, divided into six main stages. Each stage is
illustrated by examples of current European activity that can act as
models to shape future practice.

Health Central to Sustainable Development
Planning
the Health Agenda for the World Summit on Sustainable Development
The
World Summit on Sustainable Development was seen as an important
opportunity to advance the health and sustainable development agenda.
The key issues and policy priorities identified in Norway will feed
into a high-level intergovernmental ministerial meeting on health and
sustainable development being held in Johannesburg, South Africa from
19 to 22 January 2002. This meeting has the objective of further
identifying and refining inputs for the health agenda for the WSSD.
The
World Health Organization expresses its sincere thanks to the
Government of Norway for hosting this meeting, and for providing
generous financial support. Special thanks also to Catherine
Mulholland, Kristin Skamanga, Nadia Hilal and Colette Desigaud for
