European campaign against Israel’s apartheid wall launched in the Hague

THE HAGUE– The Hague-based European initiative against the wall and settlements launched on Sunday an information campaign against Israel’s segregation wall and settlement expansion in the West Bank.

“No to the wall … no to settlements” is the slogan for its campaign that includes sit-ins, protests, symposiums and social networking.

Head of the European initiative Amin Abu Rashed said in a press release that the campaign was launched on the eighth anniversary of the resolution against the segregation wall that was issued by the international court of justice in 2004.

Abu Rashid added that the campaign is aimed at renewing international moves to condemn Israel’s settlement activities in the occupied Palestinian lands.

He noted that the campaign started on Sunday and would end on July 9, the same day the international court of justice issued its resolution against the wall.

The anti-wall activist affirmed that the campaign would include meetings with officials from international legal and humanitarian organizations and the UN to hand them a research study about the adverse impacts of the wall on the lives of Palestinians in the occupied territories during the past eight years.

A number of symposiums about the Israeli apartheid wall and settlement activities will be organized in a number of Arab and foreign countries, he added.

He stressed that the European initiative would be working keenly during its campaign on delivering a message to the international court of justice emphasizing the need for forming an executive body able to enforce its resolution against the wall.

The European initiative against the wall and settlements is headquartered in the Hague, Netherlands, and was established on the first of June 2010. It is a consortium of many European groups and human rights organizations which oppose Israel’s apartheid wall and settlement activities in the Palestinian lands.

Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory

ADVISORY OPINION

The Court finds that the construction by Israel of a wall in the Occupied Palestinian Territory and its associated régime are contrary to international law; it states the legal consequences arising from that illegality

International Court of Justice, Press Release July 9, 2004

THE HAGUE, 9 July 2004. The International Court of Justice (ICJ), principal judicial organ of the United Nations, has today rendered its Advisory Opinion in the case concerning the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory (request for advisory opinion).

In its Opinion, the Court finds unanimously that it has jurisdiction to give the advisory opinion requested by the United Nations General Assembly and decides by fourteen votes to one to comply with that request.

The Court responds to the question as follows:

- “A. By fourteen votes to one,

The construction of the wall being built by Israel, the occupying Power, in the Occupied Palestinian Territory, including in and around East Jerusalem, and its associated régime, are contrary to international law”;

- “B. By fourteen votes to one,

Israel is under an obligation to terminate its breaches of international law; it is under an obligation to cease forthwith the works of construction of the wall being built in the Occupied Palestinian Territory, including in and around East Jerusalem, to dismantle forthwith the structure therein situated, and to repeal or render ineffective forthwith all legislative and regulatory acts relating thereto, in accordance with paragraph 151 of this Opinion”;

- “C. By fourteen votes to one,

Israel is under an obligation to make reparation for all damage caused by the construction of the wall in the Occupied Palestinian Territory, including in and around East Jerusalem”;

- “D. By thirteen votes to two,

All States are under an obligation not to recognize the illegal situation resulting from the construction of the wall and not to render aid or assistance in maintaining the situation created by such construction; all States parties to the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949 have in addition the obligation, while respecting the United Nations Charter and international law, to ensure compliance by Israel with international humanitarian law as embodied in that Convention”;

- “E. By fourteen votes to one,

The United Nations, and especially the General Assembly and the Security Council, should consider what further action is required to bring to an end the illegal situation resulting from the construction of the wall and the associated régime, taking due account of the present Advisory Opinion.”

Reasoning of the Court

The Advisory Opinion is divided into three parts: jurisdiction and judicial propriety; legality of the construction by Israel of a wall in the Occupied Palestinian Territory; legal consequences of the breaches found.

Jurisdiction of the Court and judicial propriety

The Court states that when it is seised of a request for an advisory opinion, it must first consider whether it has jurisdiction to give that opinion. It finds that the General Assembly, which requested the opinion by resolution ES‑10/14 of 8 December 2003, is authorized to do so by Article 96, paragraph 1, of the Charter.

The Court, as it has sometimes done in the past, then gives certain indications as to the relationship between the question on which the advisory opinion is requested and the activities of the General Assembly. It finds that the General Assembly, in requesting an advisory opinion from the Court, did not exceed its competence, as qualified by Article 12, paragraph 1, of the Charter, which provides that, while the Security Council is exercising its functions in respect of any dispute or situation, the Assembly must not make any recommendation with regard thereto unless the Security Council so requests.

The Court further refers to the fact that the General Assembly adopted resolution ES‑10/14 during its Tenth Emergency Special Session, convened pursuant to resolution 377A (V), which provides that if the Security Council fails to exercise its primary responsibility for the maintenance of international peace and security, the General Assembly may consider the matter immediately with a view to making recommendations to Member States. The Court finds that the conditions laid down by that resolution were met when the Tenth Emergency Special Session was convened; that was in particular true when the General Assembly decided to request an opinion, as the Security Council was at that time unable to adopt a resolution concerning the construction of the wall as a result of the negative vote of a permanent member.

The Court then rejects the argument that an opinion could not be given in the present case on the ground that the question posed in the request is not a legal one.

Having established its jurisdiction, the Court considers the propriety of giving the requested opinion. It recalls that the lack of consent by a State to its contentious jurisdiction has no bearing on its jurisdiction to give an advisory opinion. It adds that the giving of an opinion would not have the effect, in the present case, of circumventing the principle of consent to judicial settlement, given that the question on which the General Assembly requested an opinion is located in a much broader frame of reference than that of the bilateral dispute between Israel and Palestine, and that it is of direct concern to the United Nations. Nor does the Court accept the contention that it should decline to give the advisory opinion requested because its opinion could impede a political, negotiated solution to the Israeli‑Palestinian conflict. It further finds it has before it sufficient information and evidence to enable it to give its opinion, and emphasizes that it is for the General Assembly to assess the usefulness of that opinion. The Court concludes from the foregoing that there is no compelling reason precluding it from giving the requested opinion.

Legality of the construction by Israel of a wall in the Occupied Palestinian Territory

Before addressing the legal consequences of the construction of the wall (the term which the General Assembly has chosen to use and which is also used in the Opinion, since the other expressions sometimes employed are no more accurate if understood in the physical sense), the Court considers whether or not the construction of the wall is contrary to international law.

The Court determines the rules and principles of international law which are relevant to the question posed by the General Assembly. The Court begins by citing, with reference to Article 2, paragraph 4, of the United Nations Charter and to General Assembly resolution 2625 (XXV), the principles of the prohibition of the threat or use of force and the illegality of any territorial acquisition by such means, as reflected in customary international law. It further cites the principle of self‑determination of peoples, as enshrined in the Charter and reaffirmed by resolution 2625 (XXV). As regards international humanitarian law, the Court refers to the provisions of the Hague Regulation of 1907, which have become part of customary law, as well as the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War of 1949, applicable in those Palestinian territories which before the armed conflict of 1967 lay to the east of the 1949 Armistice demarcation line (or “Green Line”) and were occupied by Israel during that conflict. The Court further notes that certain human rights instruments (International Covenant on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights and the United Nations Convention on the Rights of the Child) are applicable in the Occupied Palestinian Territory.

The Court ascertains whether the construction of the wall has violated the above‑mentioned rules and principles. It first observes that the route of the wall as fixed by the Israeli Government includes within the “Closed Area” (between the wall and the “Green Line”) some 80 percent of the settlers living in the Occupied Palestinian Territory. Recalling that the Security Council described Israel’s policy of establishing settlements in that territory as a “flagrant violation” of the Fourth Geneva Convention, the Court finds that those settlements have been established in breach of international law. It further considers certain fears expressed to it that the route of the wall will prejudge the future frontier between Israel and Palestine; it considers that the construction of the wall and its associated régime “create a ‘fait accompli’ on the ground that could well become permanent, in which case, . . . [the construction of the wall] would be tantamount to de facto annexation”. The Court notes that the route chosen for the wall gives expression in loco to the illegal measures taken by Israel, and deplored by the Security Council, with regard to Jerusalem and the settlements, and that it entails further alterations to the demographic composition of the Occupied Palestinian Territory. It finds that the “construction [of the wall], along with measures taken previously, . . . severely impedes the exercise by the Palestinian people of its right to self‑determination, and is therefore a breach of Israel’s obligation to respect that right”.

The Court then considers the information furnished to it regarding the impact of the construction of the wall on the daily life of the inhabitants of the Occupied Palestinian Territory (destruction or requisition of private property, restrictions on freedom of movement, confiscation of agricultural land, cutting‑off of access to primary water sources, etc.). It finds that the construction of the wall and its associated régime are contrary to the relevant provisions of the Hague Regulations of 1907 and of the Fourth Geneva Convention; that they impede the liberty of movement of the inhabitants of the territory as guaranteed by the International Covenant on Civil and Political Rights; and that they also impede the exercise by the persons concerned of the right to work, to health, to education and to an adequate standard of living as proclaimed in the International Covenant on Economic, Social and Cultural Rights and in the Convention on the Rights of the Child. Lastly, the Court finds that this construction and its associated régime, coupled with the establishment of settlements, are tending to alter the demographic composition of the Occupied Palestinian Territory and thereby contravene the Fourth Geneva Convention and the relevant Security Council resolutions.

The Court observes that certain humanitarian law and human rights instruments include qualifying clauses or provisions for derogation which may be invoked by States parties, inter alia where military exigencies or the needs of national security or public order so require. It states that it is not convinced that the specific course Israel has chosen for the wall was necessary to attain its security objectives and, holding that none of such clauses are applicable, finds that the construction of the wall constitutes “breaches by Israel of various of its obligations under the applicable international humanitarian law and human rights instruments”.

In conclusion, the Court considers that Israel cannot rely on a right of self‑defence or on a state of necessity in order to preclude the wrongfulness of the construction of the wall. The Court accordingly finds that the construction of the wall and its associated régime are contrary to international law.

Legal consequences of the violations found

The Court draws a distinction between the legal consequences of these violations for Israel and those for other States.

In regard to the former, the Court finds that Israel must respect the right of the Palestinian people to self‑determination and its obligations under humanitarian law and human rights law. Israel must also put an end to the violation of its international obligations flowing from the construction of the wall in the Occupied Palestinian Territory and must accordingly cease forthwith the works of construction of the wall, dismantle forthwith those parts of that structure situated within the Occupied Palestinian Territory and forthwith repeal or render ineffective all legislative and regulatory acts adopted with a view to construction of the wall and establishment of its associated régime, except in so far as such acts may continue to be relevant for compliance by Israel with its obligations in regard to reparation. Israel must further make reparation for all damage suffered by all natural or legal persons affected by the wall’s construction.

As regards the legal consequences for other States, the Court finds that all States are under an obligation not to recognize the illegal situation resulting from the construction of the wall and not to render aid or assistance in maintaining the situation created by such construction. The Court further finds that it is for all States, while respecting the United Nations Charter and international law, to see to it that any impediment, resulting from the construction of the wall, in the exercise by the Palestinian people of its right to self‑determination is brought to an end. In addition, all States parties to the Fourth Geneva Convention are under an obligation, while respecting the Charter and international law, to ensure compliance by Israel with international humanitarian law as embodied in that Convention.

Finally, the Court is of the view that the United Nations, and especially the General Assembly and the Security Council, should consider what further action is required to bring to an end the illegal situation resulting from the construction of the wall and its associated régime, taking due account of the present Advisory Opinion.

The Court concludes by stating that the construction of the wall must be placed in a more general context. In this regard, the Court notes that Israel and Palestine are “under an obligation scrupulously to observe the rules of international humanitarian law”. In the Court’s view, the tragic situation in the region can be brought to an end only through implementation in good faith of all relevant Security Council resolutions. The Court further draws the attention of the General Assembly to the “need for . . . efforts to be encouraged with a view to achieving as soon as possible, on the basis of international law, a negotiated solution to the outstanding problems and the establishment of a Palestinian State, existing side by side with Israel and its other neighbours, with peace and security for all in the region”.

"Western media misreport what's happening in Syria and why. Propaganda substitutes for truth and full disclosure.

Syrians are struggling to prevent Western conquest, exploitation, and control. They're fighting for their lives to stay free.

At issue isn't whether Assad's government is democratic, despotic or anything in between. Its sovereign independence made it vulnerable.

Washington tolerates no governments it doesn't control. Replacing them with puppet regimes is policy. Whether Assad can hold out and prevail isn't known. Most Syrians depend on him.

The longer conflict persists, the greater his support. Who else can Syrians turn to for help? They want no part of becoming another pro-Western vassal state. They know the daily horrors Afghans, Iraqis and Libyans face.

Syria was calm and peaceful until Washington unleashed its dogs last year. Daily violence, mass killing and destruction followed. It's the American way. Media scoundrels support it.

Syria's conflict isn't an uprising, revolution or civil war. These characterizations distort reality. There's nothing civil about what's ongoing. Washington orchestrated everything. Its bloodstained hands control the conflict.

To go by what one sees in the mainstream news, there are few victims and the "rebels" are the only thing worth photographing. We hear numbers but numbers do not do more than relate debatable facts. The human cost is lightly alluded to in most cases and certainly visual proof is in short supply.

I have no desire to forward the advance of these NATO troops of ragtag Islamist thugs and criminals but I do wish to show some of their victims. These are very hard to find. It seems that embedded photographers are limited to glorifying these boys ~ and glorify them they do ~ and not showing the results of their crimes.

Please note that these damages and deaths, according to the accompanying blurbs to these Western media photos, are seemingly all due to Assad's "regime forces".

What we see here are victims of the imperialist warmongering forces of Israel and America who have pulled in their allies to destroy Syria.

I finally found a link to photos from Syria. It is an Arabic site. I have posted a few of the photos at the bottom here. I warn anyone who goes to this link of two things:

First, they blame all these victims on the Assad regime ~ and glorify the rebels.

Second, these photographs are truly the stuff of nightmares, beyond graphic, dozen after dozen of very up close and personal shots of destroyed bodies of civilians. These are not for the faint of heart or stomach. Even I could only handle the photos from just Damascus. It was sensory and emotional overload after that. The ones you see posted are from among the least graphic.

One rebel sits on the chair eating a chocolate bar as the commander looks out the window to scout the area beside a rebel firing from the window. They told me it was a former Syrian army position and they had killed three soldiers in the house - I could see tracks of blood in the corridor - and taken over their position. Mossad chief travelled to Washington to gauge US reaction to Iran strike

The head of the Mossad, Tamir Pardo, made a secret trip to Washington earlier this month to gauge the likely US reaction to an independent Israeli strike on Iran's nuclear facilities.

The highly sensitive content of Mr Pardo's discussion with his American counterparts has been revealed in a Newsweek article entitled 'Obama's Dangerous Game With Iran'.

Unnamed US officials claim the Israeli security chief's line of questioning to CIA chief David Petraeus ran: "What is our posture on Iran? Are we ready to bomb? Would we [do so later]? What does it mean if [Israel] does it anyway?"

Mr Petraeus told a Senate Select Committee in a public hearing broadcast live on US television last month that he had met with Mr Pardo to discuss Israel's growing concern over Iran's nuclear aspirations.

When asked in the same briefing if Israel intends to strike, James Clapper, director of US national intelligence, told the committee chair that he would prefer to answer her question behind closed doors.

US sources quoted in the Newsweek report added that Israel has refused to share with the US a "significant" amount of intelligence regarding its military preparations.

Israeli officials refused to respond to the article on Monday, which goes on to question how much influence the US president has over Israel and how far the Obama administration will be willing to go to prevent Iran's nuclear armament.

According to Yehuda Ben Meir, a former Israeli deputy minister of foreign affairs and expert on Israel-US relations, full US backing is by no means a prerequisite for an Israeli strike.

"It's a matter of degrees of grey – will the US apply strong pressure on Israel to hold off on attack or will it say, 'we don't think this is the right time to act but it's your decision'. The outcome depends on a very nuanced exchange at the highest possible level," Mr Ben Meir said.

"The situation is developing day by day. More and more, the US position is going out on a limb and making it clear that it sees a nuclear Iran as an unacceptable danger to the world and if they decide to, they can prevent it."

Washington has so far held a clear line on the issue of Iran, asking for time and space for sanctions to work. But while the Iranian economy has suffered a major dint as a result of combined US and EU economic isolation, news that India has emerged as the largest customer of Iranian oil, flouting an international trade embargo, will undoubtedly lessen the crippling effect of sanctions that the US is hoping for.

On Monday, Vice Admiral Mark, who leads the US naval fleet in the Gulf, added muscle to Washington's repeated assertions that it has not ruled out a military solution to the Iranian nuclear threat should sanctions fail.

Speaking from the US military base in Bahrain, Vice Admiral Fox assured journalists that his fleet is capable of preventing Iran from blocking the Strait of Hormuz, even while Iran is boosting its naval capabilities in the Gulf with mines and boats prepared for suicide attacks.

The Islamic straight has threatened to block the international waterway if economic sanctions shut down its oil trade or its nuclear facilities come under attack.

"They have increased the number of submarines ... they increased the number of fast attack craft. Some of the small boats have been outfitted with a large warhead that could be used as a suicide explosive device. The Iranians have a large mine inventory," he said.

"We've developed very precise and lethal weapons that are very effective, and we're prepared. We're just ready for any contingency."

Israel is embarking upon a more aggressive approach to the war on terror that will include staging targeted killings in the United States and other friendly countries, former Israeli intelligence officials told United Press International.


Israeli Prime Minister Ariel Sharon has forbidden the practice until now, these sources said, speaking on condition of anonymity.


The Israeli statements were confirmed by more than a half dozen U.S. foreign policy and intelligence officials in interviews with UPI.


With the appointment of Meir Dagan,



the new director Israel's Mossad secret intelligence service, Sharon is also preparing "a huge budget" increase for the spy agency as part of "a tougher stance in fighting global jihad (or holy war)," one Israeli official said.

Since Sharon became Israeli prime minister, Tel Aviv has mainly limited its practice of targeted killings to the West Bank and Gaza because "no one wanted such operations on their territory," a former Israeli intelligence official said.

Another former Israeli government official said that under Sharon, "diplomatic constraints have prevented the Mossad from carrying out 'preventive operations' (targeted killings) on the soil of friendly countries until now."

He said Sharon is "reversing that policy, even if it risks complications to Israel's bilateral relations."

A former Israeli military intelligence source agreed: "What Sharon wants is a much more extensive and tough approach to global terrorism, and this includes greater operational maneuverability."

Does this mean assassinations on the soil of allies?

"It does," he said.

"Mossad is definitely being beefed up," a U.S. government official said of the Israeli agency's budget increase. He declined to comment on the Tel Aviv's geographic expansion of targeted killings.

An FBI spokesman also declined to comment, saying: "This is a policy matter. We only enforce federal laws."

A congressional staff member with deep knowledge of intelligence matters said, "I don't know on what basis we would be able to protest Israel's actions." He referred to the recent killing of Qaed Salim Sinan al Harethi, a top al Qaida leader, in Yemen by a remotely controlled CIA drone.

"That was done on the soil of a friendly ally," the staffer said.

But the complications posed by Israel's new policy are real.

"Israel does not have a good record at doing this sort of thing," said former CIA counter-terrorism official Larry Johnson.

He cited the 1997 fiasco where two Mossad agents were captured after they tried to assassinate Khaled Mashaal, a Hamas political leader, by injecting him with poison.

According to Johnson, the attempt, made in Amman, Jordan, caused a political crisis in Israeli-Jordan relations. In addition, because the Israeli agents carried Canadian passports, Canada withdrew its ambassador in protest, he said. Jordan is one of two Arab nations to recognize Israel. The other is Egypt.

At the time, Israeli Prime Minister Binyamin Netanyahu said, "I have no intention of stopping the activities of this government against terror," according to a CNN report.

Former CIA officials say Israel was forced to free jailed Hamas founder Sheikh Ahmad Yassin and 70 other Jordanian and Palestinian prisoner being held in Israeli jails to secure the release of the two would-be Mossad assassins.

Phil Stoddard, former director of the Middle East Institute, cited a botched plot to kill Ali Hassan Salemeh, the mastermind of the 1972 Munich Olympics massacre. The 1974 attempt severely embarrassed Mossad when the Israeli hit team mistakenly assassinated a Moroccan waiter in Lillehammer, Norway.

Salemeh, later a CIA asset, was killed in Beirut, Lebanon, in 1976 by a car bomb placed by an Israeli assassination team, former U.S. intelligence officials said.

"Israel knew Salemeh was providing us with preventive intelligence on the Palestinians and his being killed pissed off a lot of people," said a former senior CIA official.

But some Israeli operations have been successful.

Gerald Bull, an Ontario-born U.S. citizen and designer of the Iraqi supergun -- a massive artillery system capable of launching satellites into orbit, and of delivering nuclear chemical or biological payloads from Baghdad to Israel -- was killed in Belgium in March 1990. The killing is still unsolved, but former CIA officials said a Mossad hit team is the most likely suspect.

Bull worked on the supergun design -- codenamed Project Babylon -- for 10 years, and helped the Iraqis develop many smaller artillery systems. He was found with five bullets in his head outside his Brussels apartment.

Israeli hit teams, which consist of units or squadrons of the Kidon, a sub-unit for Mossad's highly secret Metsada department, would stage the operations, former Israeli intelligence sources said. Kidon is a Hebrew word meaning "bayonet," one former Israeli intelligence source said.

This Israeli government source explained that in the past Israel has not staged targeted killings in friendly countries because "no one wanted such operations on their territory."

This has become irrelevant, he said.

Dagan, the new hard-driving director of Mossad, will implement the new changes, former Israeli government officials said.

Dagan, nicknamed "the gun," was Sharon's adviser on counter-terrorism during the government of Netanyahu in 1996, former Israeli government officials say. A former military man, Dagan has also undertaken extremely sensitive diplomatic missions for several of Israel's prime ministers, former Israeli government sources said.

Former Israel Defense Forces Lt. Col. Gal Luft, who served under Dagan, described him as an "extremely creative individual -- creative to the point of recklessness."

A former CIA official who knows Dagan said the new Mossad director knows "his foreign affairs inside and out," and has a "real killer instinct."

Dagan is also "an intelligence natural" who has "a superb analyst not afraid to act on gut instinct," the former CIA official said.

Dagan has already removed Mossad officials whom he regards as "being too conservative or too cautious" and is building up "a constituency of senior people of the same mentality," one former long-time Israeli operative said.

Dagan is also urging that Mossad operatives rely less on secret sources and rely more on open information that is so plentifully provided on the Internet and newspapers.

"It's a cultural thing," one former Israeli intelligence operative explained. "Mossad in the past has put its emphasis on Humint (human intelligence) and secret operations and has neglected the whole field of open media, which has become extremely important."

Regarding Mossad's new policy and budget increase, Kim Farber an Israeli Embassy official said, "There is so little information available on this, there is nothing I can add."

În concluzie, în orice acţiune a Mossad-ului trebuie văzută mâna invizibilă a primului ministru în exerciţiu la acea oră. În acest context autorul aduce detalii inedite despre Benyamin Netanyahu, cel mai tânăr prim-ministru din istoria Israelului. Fiind un om cu experienţă în domeniul spionajului, se aştepta din partea lui să ştie cum funcţiona din interior Mossad-ul, când să asculte, cât de departe se poate merge în acţiuni externe etc. De la început însă, Benyamin Netanyahu şi-a uimit ofiţerii cu lungă experienţă în spionajul extern, prin amestecul lui în detaliile operaţionale. La început a fost interpretat acest amestec ca fiind un zel exagerat, dar lucrurile au devenit alarmante când nu doar primul ministru Netanyahu, dar şi soţia sa, Sara, dorea să privească în spatele paravanului de protecţie al Mossad-ului. Sara invita în locuinţa ei privată, ofiţeri superiori ai Mossad-ului pentru a răspunde întrebărilor ei, argumentând că ea urmează exemplul lui Hillary Clinton, când era Prima Doamnă şi se interesa despre acţiunile CIA. El a ordonat Mossad-ului „ca gest de bunăvoinţă”, să trimită în URSS o parte din cele 500.000 de pagini secrete furate de Jonathan Pollard din SUA. Shamir spera că acest gest va ameliora relaţiile Israelului cu URSS. Documentele furate cuprindeau informaţiile la zi ale americanilor privind apărarea spaţiului aerian sovietic precum şi evaluările anuale ale CIA ale întregii capabilităţi de război a URSS, fotografii din satelit, interceptări de comunicaţii şi rapoarte ale agenţilor CIA din interiorul URSS. Când Nahum Admoni, directorul general al Mossad-ului, a avertizat pe Shamir că transmiterea acelor rapoarte va permite în mod sigur sovieticilor să captureze pe spionii americani din URSS, primul ministru Shamir a ridicat cu indiferenţă din umeri (pag. 193). Acelaşi prim-ministru apare în carte implicat în asasinarea lui Robert Maxwell, proprietarul ziarelor „Daily Mirror“ din Londra şi „Maariv“ din Tel Aviv. În decursul anilor, Maxwell devenise un agent de influenţă major al Israelului în Occident. Pe yahtul său, şeful Mossad-ului, Nahum Admoni l-a întâlnit în secret pe Vladimir Kriucikov, şeful KGB, în anul 1990, înaintea loviturii de stat contra lui Gorbaciov. Kriucikov venise în numele conspiratorilor de la Moscova să propună Israelului următoarele: Mossad va uza de influenţa sa în SUA şi Europa pentru recunoaşterea noului guvern ce se va instala după debarcarea lui Gorbaciov. La schimb, Kriucikov promitea Israelului libera emigrare a evreilor sovietici. Un an mai târziu, la 30 septembrie 1991, când Kriucikov se afla în închisoare pentru eşecul complotului, Robert Maxwell ameninţa Mossad-ul că va dezvălui lumii secretul întrevederii lui Kriucikov cu Admoni de pe yahtul său, dacă nu i se returnează milioanele de dolari furate împreună din fondul de pensii al jurnaliştilor de la ziarul „Maariv“ din Tel Aviv. Urmare acestui şantaj, Robert Maxwell este ucis. Cartea explică succesul constant al Mossad-ului în culegerea de informaţii la scară mondială prin inventarea SAYANIM-ului de către Meir Amit, directorul Mossadului între 1963 şi 1968. În traducere din ebraică, Sayamin înseamnă „ajutor voluntar de la evrei”. Fiecare SAYAN a fost şi este un exemplu al coeziunii istorice a comunităţii evreilor din lume. Sayanim a îndeplinit multe funcţii: un sayan care lucrează la o firmă de închiriat automobile, va furniza unui ofiţer Mossad un vehicul fără actele legale necesare închirierii (actul de identitate, permisul de conducere, cartea de credit etc.). Un sayan de la un hotel va oferi cazare fără actele de rigoare. Un bancher sayan va descuia uşa băncii în afara orelor de program şi va furniza banii necesari. Un medic sayan va acorda ajutor medical, tratând o rană de glonţ, fără informarea poliţiei. Sayanii nu primesc bani, decât pentru acoperirea cheltuielilor generate de serviciile lor, restul efortului lor este strict voluntar şi gratuit. Ei colectează date tehnice şi tot felul de informaţii „la vedere”: un zvon aflat la o petrecere selectă, o ştire de la radioul local, un paragraf dintr-un ziar, o poveste cu tâlc la o cină din „lumea bună”. Sayanii oferă gratuit şi voluntar piste noi de investigaţie pentru Mossad. În anul 1998 erau 4.000 de persoane sayan în Anglia şi aproape 16.000 în SUA. Vaticanul, cel mai mare adversar al Mossad-ului Un sayan care lucra ca mic funcţionar la un bogătaş creştin din Roma, face o copie în anul 1979 de pe un document primit de la Vatican de stăpânul lui. Era o propunere a Papei Ioan Paul al II-lea către O.N.U. de transformare a Ierusalimului în oraş internaţional, patrolat de căştile albastre ale trupelor O.N.U. şi în care Vaticanul urma să aibă răspunderea tuturor lăcaşelor de cult creştin. În câteva ore, acest document ajunge pe biroul lui Menachem Begin, primul ministru al Israelului, unde provoacă consternare. Conducătorii Israelului se temeau cel mai mult de acţiunile Vaticanului, după cum declara primul ministru Golda Meir: „Sunt fascinată de structura marxistă a papalităţii. În primul rând este puterea ei financiară care e aproape fără precedent. Apoi, papalitatea acţionează fără partide politice sau sindicate. Întregul aparat este organizat pentru control. Curia Romană controlează episcopii, episcopii controlează clerul, clerul controlează pe laici. Cu multitudinea lor de secretariate, comisii şi structuri, papalitatea este un sistem croit special pentru spionaj şi informare” (pag. 213). Israelienii sunt permanent cu ochii pe Vatican pentru că ştiu că au un adversar de temut, cu peste 500 de ani de experienţă informativă. În plus, Vaticanul este ostil Israelului şi un prieten declarat al palestinienilor. De aici, eforturile constante din partea Israelului de a găsi cu Vaticanul un modus vivendi. Preşedintele Ronald Reagan a stabilit cu Papa Ioan Paul al II-lea un acord fără precedent în istoria SUA, în baza căruia Papei va fi complet informat în toate aspectele politicii americane pe plan militar, politic şi economic. Concret, în fiecare vineri la orele 20, şeful rezidenţei CIA din Italia aducea Papei ultimele secrete obţinute de SUA de la reţeaua de sateliţi şi de la alte dispozitive de ascultare electronică sau de la agenţii CIA din lume. Niciodată în cei 500 de ani de istorie diplomatică, nu a fost mai implicat Vaticanul în acţiuni internaţionale ca în timpul Papei Ioan Paul al II-lea. La 13 mai 1981, Papa era să fie ucis pentru activismul său, prin atentatul comis de turcul Mehmet Ali Agca.
