According to Palestinian sources, the protesters were chanting against the PA and calling for the end of the so-called Oslo agreement and the rejection of all negotiations with Israel. The PA militia, faced with the peaceful demonstrators, turned to brutal violence and denied them the right to reach Abbas’ headquarters in the Muqata to protest against the return to negotiations and the further selling out of the rest of Palestinian land and renouncing the national rights of Palestine.
At least 8 Palestinians were injured, among them three members of the militarized “police”. The sources stated that the Palestinian “police” surrounded the Ramallah hospital and arrested two young men, Mari and Muammar Abu Jamous, dragging them from inside the hospital, and then continued blockading and surrounding the hospital in order to arrest other injured Palestinians whose wounds were described as moderate.

During an interesting interview with Dr. Shawqi Harb at the 27th International Medical Convention of NAAMA held on June 29 – July 4, 2013 at Hilton Hotel in Vienna, he exposed how the israeli government exports impure Magnesium to the USA and how one of his sons, working at a chemical laboratory for testing products, discovered the manipulation of the product by the israelis.

Israel Exports Impure Magnesium To USA
He said that israel exports Magnesium to United States, which is supposed to be pure, clarifying that the laws of the USA do not allow any products to enter the country before being tested. He pointed out that all the tests showed that israel exports impure Magnesium to USA. The test results were a threat to the israeli scam.
He added that, instead that israel would stop exporting fiddled Magnesium to the US, they decided to send a delegation to meet the person who made the tests of their products and see if they could bribe him, adding that it was difficult for the israelis to identify his son as a Palestinian because of his title, position, and also the way how he looks. When the israeli delegation arrived his sons office, they told him that they were “the Israeli delegation and we are here to discuss the issue of your reports about the non-pure Magnesium”.
His son made the way short and introduced himself in Hebrew, saying: “I am from Ramallah”. From there everything went downstairs. The israeli “delegation team” started acting in a completely crazy fashion. They immediately called their accomplices in Israel and everywhere, screaming that they were “victims of a Palestinian”.
Dr. Harb said that in USA, laws and rules are always above everybody, and in this case, fortunately the rule of law prevailed over the israeli corruption attempts.

I easily identified the American doctor of Palestinian origin, born in Ramallah in the center of the occupied West Bank, Dr. Shehadeh Shawki Harb, at the 27th International Medical Convention of NAAMA held on June 29 – July 4, 2013 at Hilton Hotel in Vienna. It was as if I had met him yesterday! Actually I met Dr. Harb about 25 years ago occupied Ramallah, where he was the head of the department for heart, chest and vascular medicine at the city hospital.
The experience of Dr. Harb under the zionist occupation was not the only cruel one, but he also suffered of the corruption under the cover of the PA, and he choose to emigrate to the USA, were he had studied, instead to polluting his hands in the prevalent corruption in order to continue his humanitarian medical work.

Dr. Harb: From Ramallah To USA
Currently, occupied Ramallah is shared by the headquarters of the Palestinian Authority, the Al-Moqata’a and the Israeli military “civil” Administration in Betin, called “Bet Ill” by the occupation. Betin is one of the Palestinian villages of the Ramallah and Al Bireh district which has been occupied since 1967 and until today, 2013.
25 years ago I reported several times about the Ramallah hospital under Israeli occupation, the miserable and harsh situation in which Dr. Harb and his colleagues were obliged to treat and save the life of Palestinians who were shot, tortured or massacred by the zionist colonial occupation.
At the end of 1987, I reported about the first open-heart surgery performed by Dr. Harb at the governmental hospital of Ramallah. The operation was successful. Only two nurses and a resident doctor helped Dr. Harb with his work at the department of heart, chest and vascular diseases at the hospital. There was no medical staff at the surgical department which Dr. Harb headed, he was forced by the prevailing conditions to work alone.
When the terrorist Baruch Goldstein, an American-born jewish physician perpetrated the 1994 massacre at the Ibrahimi mosque in Hebron killing 29 Palestinian Muslim worshippers and wounding hundreds while they were kneeling, prostrated on the ground, Dr. Shawqi Harb was one of the doctors who attended to the wounded. He worked over 24 hours at the operations room of the Ramallah hospital. He conducted difficult and complicated operations, and all of them were successful. I published several interviews about the Palestinians operated by Dr. Harb at the Al-Quds newspaper and still have copies of those reports.
Dr. “Shawki” Harb studied at the American Friends School and pursued his medical studies at the University of Heidelberg, Germany, where he graduated Magna cum Laude in 1965 and met with a beautiful German woman who would become his wife.
Dr. Harb completed his training in general surgery at the University of Florida in 1972, and continued as a fellow in thoracic and cardiovascular surgery department at Baylor College of Medicine in Houston, Texas. In 1975 Dr. Harb returned home to Ramallah where he worked at the governmental hospital and experienced the difficulties and horrors of working under the Israeli occupation.
At the Hilton Hotel in Vienna Dr. Harb told me a few of the horrors which he experienced under the Israeli occupation during the first and second Intifada.
According to Dr. Harb, the IDF soldier used him several times as a human shield while raiding the Ramallah hospital. The last time the IDF used him as a human shield was on March 31 2002, when the occupation raided the hospital to enter patient’s rooms.Several soldiers put their rifles in his back and forced him to enter one room after another. The soldiers pushed him violently in his column. They beat the patients in their beds in front of his eyes. One of the patients, Rami Mohie Al-din was beaten severely, leading to change all the treatment which was planned for him. In the words of the doctor, the patients screamed loud while the occupation soldiers were beating them and saying “let them die”.“The soldiers also raided the recovery and operation rooms and forced me to open the entrance of the operations room for them, without taking into account the special status of this room”, said doctor Harb. “When they entered the outer door of the room, they asked me to open the inner door where there was a red line that prevents everyone from passing whthout wearing special disinfected clothes, covered from head to the feet.They spent hours searching and destroying the medical equipment in the hospital, threatening me, beating up people, yelling and investigating the patients, hitting them and breaking down some doors. They tied the hands of several patients and threw them to the ground with cuffed hands tied behind”. After hours of spreading horror in the hospital they left like thieves, said Dr. Harb
Corruption and Theft Forced Dr. Harb To Flee Ramallah to USA
He said: “the Palestinian Authority appointed me as the director of the Ramallah Hospital, I worked hard for the success of my work in the hospital. The work was very difficult in the hospital, which had been turned into a centre for receiving patients from all West Bank cities. The patients would arrive to us late in the course of their diseases, or after receiving treatment in other hospitals”.
He added that the biggest problem and the most difficult challenge which faced him at the hospital were not only the stress of the work and the big responsibility of being a director, but the discovery of corruption at the hospital. “There were continued thefts of medical treatment consumables, equipment and other supplies at the hospital. I would order certain supplies for the hospital but everything disappeared quickly, before we could use these supplies or even arriving at the hospital”.
He added: “I informed “Abu Ammar” (Arafat) about the thefts and corruption at the hospital and he responded positively to me. He said that if I knew who the thieves were, he’d immediately dismiss them. He asked me to help him, but the thieves never left evidence that could help to identify them, so I preferred to leave my post instead of being involved in covering corruption and theft. I returned to Detroit, Michigan”.
Dr. Harb is a fellow of the American College of Surgeons, the International College of Surgeons and of the American College of Cardiology. He is a practicing surgeon in Detroit, Michigan. He has four sons: Dr. Tariq, an invasive cardiologist, Omar, a Genetic Engineer, Firas, and Lara, a specialist in comparative literature. Dr. Harb soon will publish a book about his experience as a doctor under the Israeli occupation.

EU Missions Concerned over Israeli Raid of NGOs in Ramallah
The EU missions in Jerusalem and Ramallah are deeply concerned by the incursion by Israeli Security Forces into Ramallah on 11 December, to raid the offices of 3 NGO’s with which the EU and some of its Member States have implemented cooperation projects: Addameer, the Union of Palestinian Women Committees (UPWC) and the Palestinian NGO Network (PNGO).
Incursions by Israeli forces into Palestinian cities where the Palestinian Authority under the Oslo Accords assumes the powers and responsibilities for internal security and public order, put in jeopardy the internationally recognized success of Palestinian institution building efforts.
The EU missions in Jerusalem and Ramallah see Palestinian civil society as an essential partner in the shared project of democratic state building.
It should be noted that the Israeli occupation criminal forces raided the offices of three Huam rights organizations (NGOs) in Ramallah, Addameer Prisoner Support and Human Rights Association, the Union of Palestinian Women’s Committees, and thePalestinian NGO Network.
The offices were ransacked, their doors broken in, their computers and hard drives confiscated and their materials damaged, confiscated and destroyed. These Palestinian human rights defenders are on the front lines in defending the rights of Palestinian prisoners, organizing Palestinian women, and coordinating Palestinian civil society in the face of the Israeli occupation.
The offices of the Union of Palestinian Women’s Committee and the Palestinian NGO Network were also raided and ransacked last night. Addameer condemns this attack on human rights and civil society organizations, and sees it as an attempt to cripple solidarity with the prisoners
movement.

Bei der Anerkennung als Beobachterstatus handelt es sich zwar nicht um die bei der Vollversammlung vor einem Jahr noch angestrebte Vollmitgliedschaft, doch der Status gilt als wichtiges Instrument im Nahost-Konflikt: Palästina kann nun internationalen Verträgen beitreten und so etwa den Internationalen Strafgerichtshof (ICC) in Den Haag anrufen, obwohl laut mir zugetragener aber bis jetzt nicht bestätigter Information Abbas unter dem Druck von England, Frankreich und USA eine Geheimabkommen unterzeichnet haben soll wonach er das Recht zum Beitritt zum ICC aufgibt. Auch in der Vergangenheit war der Beobachterstatus ein Sprungbrett zur Vollmitgliedschaft für viele Länder.

Mit dem Ausdruck von großem Glück, Tanz, Jubel und Freude haben gestern Millionen Palästinenser in Ramallah, der besetzten Westbank und rund um die Welt auf die Anerkennung Palästinas als Beobachterstaat durch die Vereinten Nationen reagiert. Die Vollversammlung der UNO in New York beschloss am Donnerstag Abend mit überwältigender Mehrheit die Aufwertung. Israel und die USA kritisierten das Votum, die EU zeigte sich gespalten.
Die israelische Kolonisten ihrerseits haben den Anlass in ihrer eigenen Tradition gefeiert: Gruppen dieser Extremisten sind durch Hebron gezogen und haben Häuser, Autos und Infrastruktur vandalisiert, sie haben Wände mit „Tod den Arabern“ und anderen Ausrdrücken aus ihren Traditionen beschmiert und Kinder auf dem Weg in ihre Schulen behindert. Nahe Yatta und im Norden nahe Nablus haben sie Olivenbäume und Rebstöcke abgeschnitten und niedergerissen. Die Al-Yakubia Grundschule nahe der Abraham-Moschee in Hebron wurde laut Berichten von den jüdischen Kolonisten mit einer Mischung aus Wasser und menschlichen Exkrementen besprüht. Wie üblich wurden sie von tausenden von israelischen Soldaten bei ihren Paroxismen des Hasses beschützt.
Gratulation an Palästina und an alle Palästinenser wo immer sie sind. Ich hoffe sehr, dass wir nächstes Jahr keine Jüdischen Besatzer mehr in Palästina etragen müssen.

During this jewish holiday, as during all other jewish holidays, Israel imposes additional complications on
the lives of Palestinians next to the horror which they are already forced to live every day by the jewish occupation. This means that patients of heart disease, cancer, kidney … can not go to hospitals, that people should die in their homes because no medical help is available, pregnant women must give birth in hell and not in a hospital, students must stay indoors, the dead in Hebron can not be buried at the cemetery, windows are prohibited from being opened by the house owners in the heart of occupied old city of Hebron, that Muslims are not allowed to pray and that life must be dead for everybody not a jew.
This is how the jews celebrate their holidays in occupied Palestine, not so much by celebrating, but by subjecting to iniquity and making life hell for everybody else and celebrating their suffering.
During the Yom Kippur of this year, the jews decided to celebrate their holiest day in another way, in a special way. A group of colonists, most of them American nationals, went to the farm of Abdul Karim Maiqel Abu Ali, a 61 year-old farmer, between Ramallah and Jerusalem. The old Farmer and three other members of his family were busy bringing in this years olive crop on which the family depends for their sustenance and livelihood.
Abu Ali relates: “the jewish colonists razed about 150 olive trees, then they started throwing stones at us while slowly approaching until they were near us. I was not able to do anything more than to shout at them to get out of my farm”.

“They surrounded me and started hitting us, we were three and they over 20. I was injured and fell on the floor, but instead of leaving me, they used a sharp instrument and cut off my right ear and threw it before my eyes. I fainted and I woke up in the hospital”.
She added: “After the jewish colonists left the place, his friends who were all injured but less than him, they tried to help. The israeli police came and they decided to transfer Abu Ali to Jerusalem hospital through Magen David ambulance, but the ambulance stopped for two hours at the check point of “Hizma” north of Jerusalem,. The jewish occupation forces rejected to allow Abu Ali to pass for treatment in Jerusalem, because it was their holiest holiday of Yom Kippur. After two hours of bleeding and without medical attention, Abu Ali was transferred in serious condition to Ramallah’s hospital by the Palestinian Red Crescent ambulance”.
This is the very special way how the jews occupying Palestine celebrated their “Yom Kippur” this year, with abuse, racist violence, terrorism and flaunting an extreme hooliganism which apparently is firmly entrenched in jewish culture.

Donors Should Reevaluate Support for Palestinian Security Forces
The US finances and trains the National Security Force (NSF), a Palestinian gendarmerie, whose officers participated in Amer’s arrest, his father told Human Rights Watch. The NSF, which has been the subject of two torture complaints by Palestinians since January 2009, does not interrogate detainees or operate prisons, but conducts joint arrest raids with the intelligence service and Preventive Security and turns detainees over to their custody. A coalition of Palestinian human rights groups released a report on August 27, 2012, that identified several senior police officials who were present and in charge of the forces that beat protesters in Ramallah’s main square on June 30 and July 1.
“Two months and four reports later, the Palestinian Authority has not yet brought to justice the police officers responsible for brutal assaults on peaceful protesters in Ramallah’s main square,” said Joe Stork, deputy Middle East director at Human Rights Watch. “The PA should end its foot-dragging and promptly investigate and prosecute abuse by members of its security forces.”
Senior Palestinian officials have said they will carry out the recommendations of a prior report on the incidents by an independent committee of inquiry established by President Mahmud Abbas. On July 24, the committee delivered a report to Abbas that called for the prosecution of the head of the Ramallah police station, the chief of police for the Ramallah area, and the head of the criminal investigations unit, among others.
Palestinian news reports said that the Palestinian Interior Ministry delivered the results of its own inquiry to Abbas in early August. The official Palestinian human rights ombudsman reported on the incidents to the interior minister on July 3.
The Palestinian Authority’s civil police are funded and trained by a European Union program, EUPOL-COPPS, with a €9.3 million annual budget. The United States and other countries support other Palestinian security services in the West Bank. The EU program states that it aims to create a criminal justice system that “complies with international human rights standards” by advising and closely mentoring the Palestinian police, “specifically senior officials at District and Headquarters level.”
“The EU and US should take a hard look at the PA security forces’ record of impunity, and condition support for those forces on credible investigations and prosecutions of abuses,” Stork said.
From January 2009 to July 2012, the Independent Commission for Human Rights (ICHR), the official Palestinian human rights ombudsman, received 584 complaints of torture and cruel, inhuman, and degrading treatment by Palestinian security forces in the West Bank, including severe beatings, slamming detainees’ heads against the wall, forcing detainees to stand or sit in painful positions for prolonged periods, and sleep deprivation. Of the 109 alleged cases of abuse reported in 2012, 62 were by civil police investigators.
Human Rights Watch has not uncovered information about a single case in which a Palestinian security official has been judicially punished for serious abuses, including torture and denial of medical treatment that caused death. In one case, security officials were prosecuted for abuses involving a death in detention from torture. All were acquitted.
The Palestinian Authority has claimed in the past that it disciplined security officials for abuses but has not published the names of the officials or any other verifiable information about these cases.
On June 30, uniformed police and plainclothes security officers punched, kicked, bludgeoned, and arbitrarily arrested demonstrators who had gathered in the main square of Ramallah to protest a planned meeting between the Palestinian prime minister, Salam Fayyad, and Shaul Mofaz, then the vice prime minister of Israel. When demonstrators gathered on July 1 to protest those abuses, police attacked them again. At least six protesters were hospitalized for injuries from police assaults on both days, according to the separate reports by the inquiry committee and Palestinian human rights groups.
Police also beat journalists covering the events, the latest in a series of attacks on journalists by Palestinian security forces. Mohammed Jaradat, an independent journalist, told Human Rights Watch that police beat him at the demonstration, dragged him to the nearby central Ramallah police station, and held him down on the ground while striking him with truncheons and kicking him. He was hospitalized for two days for injuries all over his body, he said.
On July 3, the ICHR commissioner-general, Ahmad Harb, met with the Palestinian interior minister, Said Abu Ali, and presented him with the report documenting “the unjustified use of force and beating of a number of participants in the peaceful demonstrations, and the detention of a number of others for some time before being released,” the commission said in a statement.
On July 2, Abbas established the independent inquiry committee, headed by Munib al-Masry, a leading Palestinian businessman, which interviewed dozens of witnesses and officials. The committee’s July 24 report to Abbas identified individual police officials responsible for the attacks. The report’s executive summary and recommendations, which were published in the Palestinian media, called on the Palestinian Authority to ensure that the police officials are criminally prosecuted.
Al-Masry later told Human Rights Watch that Abbas had called on Abu Ali, the interior minister, to carry out the committee’s recommendations. On August 15, Abu Ali told the committee that he was in the process of issuing the necessary recommendations to do so.
On August 27, the Palestinian Council of Human Rights Organizations, which includes rights groups such as Al-Haq and Addameer, published a report stating that Palestinian police and officers wearing civilian clothes attacked protesters on June 30 on the orders of the Ramallah chief of police, Lt. Col. Abd al-Latif al-Kadumi, to push the protesters back. Police attacks on June 30 and July 1 were both conducted in the presence of al-Kadumi and his deputy, and Maj. Mohammed Abu Bakr, director of the city’s police station, the report said.
The report cited a statement to news media in which the Palestinian security services spokesman, Maj. Gen. Adnan Al-Damiri, said that police acted to stop the protests from reaching the presidential headquarters – the Muqataa compound – in Ramallah, where demonstrations are “prohibited.”
In another recent case, members of the Palestinian Preventive Security service allegedly tortured Zakaria Zubeidi, the co-founder of The Freedom Theater, a theater company in Jenin, at a detention facility in Jericho. Zubeidi has been detained without charge since May 13 on suspicion of knowing the location of guns in the possession of armed groups, which he denies.
In another recent case, members of the Palestinian Preventive Security service allegedly tortured Zakaria Zubeidi, the co-founder of The Freedom Theater, a theater company in Jenin, at a detention facility in Jericho. Zubeidi has been detained without charge since May 13 on suspicion of knowing the location of guns in the possession of armed groups, which he denies.
The Palestinian Authority has failed to act on the recommendations of other independent inquiries into abuse by security forces. For instance, in response to the report of the UN Fact-Finding Mission on the Gaza Conflict, led by Richard Goldstone, which documented arbitrary arrests, torture of detainees, and attacks by Palestinian Authority security forces on journalists and demonstrators protesting in the West Bank against Israeli military attacks in Gaza in December 2008-January 2009, Abbas authorized an independent inquiry committee.
The committee’s report, published in June 2010, called on the Palestinian Authority to “hold accountable and prosecute those who violate the law, whether by acts of arbitrary detention, by crimes of torture or other forms of cruel or degrading treatment or by violations of other rights and freedoms.” The Palestinian Authority has not published specific, verifiable information about any such prosecutions, however.
Human Rights Watch also documented Israel’s and Hamas’s responses to the Goldstone report’s other recommendations.
