Britain cancelled export licenses for three arms contracts to Egypt’s military backed government in October last year, fearing the arms would be used for internal repression, the Middle East Eye can reveal.
The contracts were cancelled during a prolonged correspondence between officials of the Department for Business Innovation and Skills (BIS) and the legal team acting on behalf of the Muslim Brotherhood’s Freedom and Justice Party. The lawyers claim that it was a result of their representations that a second review of the contracts was carried out in October. An earlier blanket suspension was implemented in August last year, after the mass shootings of protesters in Cairo.
Edward Bell, head of export control and organization wrote to ITN solicitors on 13 January that “we consider there is now sufficient information available about the situation in Egypt to consider each extant licence and new application on a case-by-case basis rather than applying the blanket suspension which we implemented in August”.
Bell said his division investigated all extant export licenses to Egypt and had reinstated those where “we do not judge that the equipment might be used for internal repression.” However, the review also led BIS to revoke three new licenses in which there was “a clear risk” that the materials exported might be used for internal repression, including crowd control, he wrote. The BIS did not reveal the nature of the contracts.
ITN claims the licenses were cancelled as a result of a Freedom of Information Act request they made on 23 September which triggered a further review of the licenses by BIS.
Ravi Naik of ITN said: “It is clear that following our requests in September, BIS conducted a further review. Following that review, BIS suspended the three licenses in October. There was no new information on the ground in October 2013 to carry out a review. The only change was our representation which leads to the government asking for a further review. Following that, further licenses were revoked.”
News of the cancelled licenses will further complicate the inquiry ordered by the British Prime Minister David Cameron. The inquiry, led by Sir John Jenkins, the British ambassador to Saudi Arabia, will draw on assessments by MI5 and MI6 and looking into the organisation’s “philosophy and values and alleged connections with extremism and violence.” Sir John Sawers, head of MI6 and former UK ambassdor to Egypt between 2001-2003, was expected to play an important role in the inquiry.
When the MEE revealed last month that Cameron had invited Gehad El-Hadad, the Brotherhood’s international spokesman to lunch at Chequers, Downing Street responded by saying that the Brotherhood was in power at the time in Egypt and it was entirely appropriate for Britain to engage with it. The Chequer’s lunch came ahead of a scheduled visit by Dr Mohammed Morsi, who was president at the time.
The correspondence between the FJP’s legal team and the BIS reveals substantial government contact long after former army chief Abdel Fattah al-Sisi took over as defense minister of Egypt.
FJP officials say they have yet to hear at all from the Jenkin’s inquiry. However, a page on the Downing Street website, posted on 17 April, offers anyone in the public an opportunity to submit evidence about the organisation to the inquiry.
When the Jenkins inquiry was announced, briefings were given to lobby correspondents saying that the inquiry would examine whether or not a bomb attack on a tourist bus in the Sinai Peninsula, which killed three South Korean tourists and the Egyptian driver, had been ordered by the Muslim Brotherhood in Britain. The Downing Street page makes not reference to any terrorist related activity and ITN lawyers claim that, according to their sources, that element of the inquiry has already been discounted.
A senior Egyptian official said last week that the country’s Justice Minister Neir Osman met with UK ambassador James Watt in late April and asked him to talk to London about freezing the assets. In December, Egypt officially declared the Muslim Brotherhood a terrorist group.

The Foreign Ministers of all 47 member states representing of the Council of Europe met today at the Hofburg in Vienna. The meeting was chaired by Sebastian Kurz, Minister for Foreign Affairs of Austria and Chairman of the Committee of Ministers.
Earlier, when he arrived at the morning, the British Foreign Minister William Hague told reporters that Russia was trying to disrupt Ukraine’s planned presidential election. He said: “Russia seems to be intent to hinder and prevent the elections in Ukrania”. He added: “I think there will be a very strong message from the great majority of countries here today that Ukrainian elections must be allowed to go ahead”.

Ukraine Crisis Dominates the European Ministers' Talks in Vienna
The meeting was also attended by the Russian foreign Minister Mr. Sergei Lavrov and the Ukrainian Foreign Minister Andriy Deshchytsia. As side of the meeting, the Russian and the Ukrainian ministers held separate press conferences in which the general atmosphere reflected that peace between the two conflicted countries is far a way.
Russian Foreign Minister Sergei Lavrov said: “We are confident that an exit from the crisis exists. It may be found only on the basis of nationwide dialogue”. He added that the dialogue must be held between the western and eastern parts of Ukraine and that it would be “unusual” to hold a presidential election in Ukraine while the government was deploying the army against some of its people.
Minister Lavrov also demanded that Ukrainian government troops end their armed assaults on rebel strongholds, as fighting flared for control of the strategic eastern city of Slovyansk.
Ukrainian Foreign Minister Deshchytsia stated that Ukraine is ready to back a new round of talks in Geneva in a bid to de-escalate a political crisis with Russia as long as the government in Moscow supports presidential elections on 25 May.
He added: “If Russia is ready to commit itself to support these elections and to eliminate this threat and eliminate its support for the extremist elements in Ukraine, we are ready to have such a round of meetings,” he told a news conference.
Minister Hague also criticized the executions sentences in Egypt, in which an Egyptian court sentenced over 1200 people to death. He said that the EU countries have a unified view against the death penalty and the violation of human rights. He called on the Egyptian authorities to reconsider the death sentences and to not implement them.
Ukraine’s presidential election is set to take place on May 25 but Moscow has called the vote “absurd”, while separatists in Ukraine are preparing their own independence referendum on Sunday.
Austrian Foreign Minister Kurz said that nearly all ministers called for free and fair elections as a step to stabilize Ukraine. He told reporters: “You cannot expect miracles from the conference because there won’t be any, but hopefully, and this is my expectation, there will be clear backing from most countries for orderly and free (presidential) elections on May 25, because this could be a small step towards stabilizing the country”.

Außenminister Kurz übt scharfe Kritik an den neuerlichen Todesurteilen in Ägypten
Wien, 29.

GENEVA – 29 April 2014 – UN High Commissioner for Human Rights Navi Pillay on Tuesday strongly condemned the shocking imposition of the death penalty on 683 individuals in Egypt yesterday after mass trials that she said clearly breached international human rights law.
April 29th, 2014 | Tags: Al-Minya, Criminal Court, Death Penalty, egypt, Navi Pillay, Outrageous, Sixth Chamber | Category: Al-Minya, Alexandria, Cairo,Conflict, Corruption, Court, Egypt, Geneva, genocide, Middle East, Military Coup, Mohemmed Morsi
Mass Imposition Of Death Penalty in Egypt Outrageous
“It is outrageous that for the second time in two months, the Sixth Chamber of the Criminal Court in Al-Minya has imposed the death sentence on huge groups of defendants after perfunctory trials,” she said.
“In defiance of worldwide pleas for Egypt to respect its human rights obligations after 529 people were sentenced to death in March by the same court, hundreds now face a similar fate at the hands of a judicial system where international fair trial guarantees appear to be increasingly trampled upon.”
“It is high time that Egypt takes its human rights commitments seriously,” Pillay added, noting in particular that Egypt has ratified the International Covenant on Civil and Political Rights.
According to information received, the 683 defendants were charged with killing a policeman and breaking into the Edwa police station in Al-Minya on 14 August 2013, among other charges. As in the previous cases, the exact charges against each defendant are not clear, given that they were not individually read out in court.
“The presumption of innocence is fundamental to the protection of human rights in a criminal trial,” Pillay said.
“It imposes on the prosecution the burden of proving the charge against each accused and it guarantees that no guilt can be presumed until the charge against him or her has been proved beyond reasonable doubt.”
“Instead of imposing death sentences wholesale, courts must ensure that accused individuals enjoy fair trials, including the benefit of doubt,” Pillay stressed.
Of the 529 people who were sentenced to death by the Sixth Chamber of the Criminal Court in Al-Minya on 24 March for killing a policeman and on various other charges, 37 had their sentences upheld by the court yesterday, while others reportedly received reduced sentences of 25 years, in itself excessive, and were fined EGP 20,000.
“The death penalty can only be applied for the most serious crimes and after the most stringent trial safeguards,” the High Commissioner said. “This has clearly not been the case in these two trials before the Al-Minya criminal court. A mass trial of hundreds of people, rife with procedural irregularities is simply not good enough for imposition of the death

Egypt: Shocking Death Sentences Follow Sham Trial
A day after more than 500 supporters of ousted President Mohammed Morsi were sentenced to death, and two days after Barak Obama’s administration has approved the shipment of Apache attack helicopters to the military junta that rules Egypt, an Egyptian court has opened another mass trial and 683 more Brotherhood supporters were sentenced to death among them Mohammed Badie, the Muslim Brotherhood.
Minya, Egypt – Agencies – Egypt has opened another mass trial of suspects with 683 defendants facing charges of murder and sabotage, including the Muslim Brotherhood’s top leader.
The defendants sentenced were accused of involvement in the murder and attempted murder of policemen in the southern Minya province last August.
A final capital punishment ruling was also handed down for 37 others, part of a judgment on 529 Muslim Brotherhood supporters who were recommended for a death sentence last month.
The remaining 492 death sentences have now been commuted to life in prison.
Seeking the death penalty for Mohammed Badie, the Brotherhood’s general guide, is certain to raise tension in Egypt, which has been gripped by turmoil since the army removed the Brotherhood from power last year.
Proceedings were held in the southern city of Minya, where just the day before the same court handed down death sentences to 529 supporters of ousted President Mohammed Morsi over a deadly attack on a police station. That verdict followed a rushed, two-day trial that drew wide public and international criticism.
Only 60 of the 683 defendants were in the dock on Tuesday. The rest are being tried in absentia. The Brotherhood’s spiritual guide did not appear in court, with authorities citing security reasons.
On April 23 2014, Obama’s administration has approved the shipment of Apache attack helicopters to the military junta that rules Egypt. The decision was communicated to the military regime April 22 by defense secretary Chuck Hagel in a phone call to the Egyptian minister of defense, General Sedki Sobhy.
Hagel also told his Egyptian counterpart that US Secretary of State John Kerry will soon certify to Congress that “Egypt is sustaining the strategic relationship and is meeting its obligations under the 1979 Egypt-Israel Peace Treaty.” These certifications are required under US law to permit the continuation of US military aid.The ten Apache helicopters are “in support of Egypt’s counterterrorism operations in the Sinai,” according to a Pentagon press release, but there is no restriction on their use once the weapons are in Egyptian hands. The murderous gunships can be redeployed from strafing restive Bedouin tribesmen along the border with Israel to massacring demonstrators in cities like Cairo, Alexandria and Suez. The US will continue to withhold certain weapons, including F-16 fighter jets, M-1 tanks and Harpoon missiles, whose shipment has been suspended since the July 2013 coup that overthrew the elected president of Egypt, Mohammed Mursi of the Muslim Brotherhood.
Death Sentences Breach International Law
Earlier, the UN human rights commissioner has condemned an Egyptian court’s decision to sentence to death 528 supporters of ousted President Mohammed Morsi.
A spokesman for Navi Pillay said the “cursory mass trial” was “rife with procedural irregularities” and breached international human rights law.
On March 22, 2014, the criminal court in Minya, Egypt sentenced 529 people to death. It was the largest mass death sentence in recent years anywhere, in a trial lacking basic due process protections.
The vast majority of defendants were tried in absentia, took place in under an hour. The prosecution did not put forward evidence implicating any individual defendant, even though it had compiled significant evidence during its investigations and the court prevented defense lawyers from presenting their case or calling witnesses, three of the defense lawyers told Human Rights Watch. A second summary session was held two days later solely to announce the verdict. It’s shocking even amid Egypt’s deep political repression that a court has sentenced 529 people to death without giving them any meaningful opportunity to defend themselves. The Minya court failed to carry out its most fundamental duty to assess the individual guilt of each defendant, violating the most basic fair trial right. These death sentences should be immediately quashed.Human Rights Watch.

Ms. Saeed stated that the PA transferred two months’ pension after the death of her mother from the Palestinian Authority after her death. Saeed also said that her mother had suffered many troubles in recent years and before her death due to the constant delays on part of the PA in the payment of her pension.
Ms. Saeed also denied that her mother Dr. Mahran had worked for any intelligence services, saying instead that her mother had been an academic and a professor. According to Saeed, she finished her studies at University of Alexandria in Egypt, where she got a master’s degree and a doctorate, and later worked as a professor at the same university. According to her, the University of Alexandria allowed her mother to work at the PA with the late President Yasser Arafat, where she she received a position as a cultural advisor to Arafat.
Ms. Saeed stated that her mother “held sacred” the late Palestinian President Arafat and that she “worshiped him like a God”. According to Saeed, her mother wrote a book titled “Abu Ammar the Unbreakable” (Arabic: أبو عمار الرقم الصعب). She added that her mother had already worked very hard for the sake of Palestine and the Palestinians before her meeting with Arafat. Her articles in support of the Palestinian cause were published in the Kuwaiti newspaper Al-Qabas and in Al-Sharq Al-Awsat, which is published through the Middle East.
Ms. Saeed also stated that she and all her brothers loved President Arafat and they had been “like a family”. Ms. Saeed considers the late President Arafat as more than a father, and according to her, to this day she reads the Al-Fatihah prayer from the Holy Quran in memory of the late the President Arafat before going to sleep. Ms. Saeed kindly sent me a family picture of her mother, herself, brother and sons with the late President Arafat. This historic photo is published here as it shows a rare glimpse into the private life of the President and the team who worked with him. I wish to thank Ms. Saeed and her family for their kindness and for allowing that this private information becomes published.

UN: Plan of Action on Illicit Drugs
A high-level review of the 57th Session of the UN
Commission on Narcotic Drugs began in Vienna today March 13 2014. Over
1,500 representatives of member states and civil society organisations
gathered at the political kitchen which is the UN, to plan a concerted
action on the world drugs problem. Among the attendants is Her Majesty
Queen Silvia of Sweden, UN Deputy Secretary-General Jan Eliasson, the
Executive Director of the UN Office on Drugs and Crime (UNODC) Yury
Fedotov, and many others.
Tomorrow,
March 14, the cooked meal of world politics will be served to the
attendants of the member states at the UNOV, ready and tasty. An outcome
document will be issued by the gathering as a political declaration and
plan of action on the world’s drugs problem. Hopefully, this two-day
gathering of representatives of member states in Vienna will bear
positive fruits that the Member States of the UN will be able to release
during their next gathering, the 58th Session of the Commission on
Narcotic Drugs, that will take place about this date in 2015, and
hopefully, the attendants will find some new way to decrease the
Narcotic Drugs problem of the world.
Queen
Silvia was the first speaker at the opening of this year’s UNODC
meeting. Her speech was followed by both speeches delivered by UN Deputy
Secretary-General, Mr. Eliasson, and (UNODC) director Fedotov. The
Queen stated that since the last time she had participated in this key
event in 2009, a lot had changed – unfortunately not everything to the
better.
UN Deputy Secretary-General Eliasson said in his speech : “The three Conventions are the legal basis for our work. But let us remember that Member States also can take action on the basis of these Conventions to promote public health, prevention, treatment and economic and social progress.”

He added: “Our
efforts to prevent and resolve conflicts must aim at increasing the
protection of fundamental human rights through strong rule of law
institutions.” He said: “Where gross violations of human rights are
being committed, States must fulfil their responsibility to protect
people’s rights.”
Mr. Fedotov acknowledged: “There was no simple answer”
to the question of whether the international community had succeeded or
failed in the implementation of the Political Declaration and Plan of
Action agreed in 2009. He also noted that the global cocaine market had
shrunk between 2007 and 2011, and there were successes in treatment
delivery, as well as alternative development practices.”
“We face an alarming increase in new psychoactive
substances, and cyber technologies are being more broadly used in drug
trafficking and related money-laundering activities.” He added: “We are
strongly concerned about the vulnerability of some regions, notably West
Africa and East Africa, to illicit drug trafficking, and as a spillover
effect, increased drug use, as well as to other serious crimes.”

Catastrophe in Gaza, World Silent and Blind
During the last two days thousands of Gazans were evacuated from their homes because of the flooding caused by the storm “Alexa” that invaded the Middle East and has covered it with snow, rain and hail.
Chris Gunness, The UNRWA spokesperson, has described the Gaza Strip on Sunday, Dec. 15 2013 as a “disaster area”. He called on the international community to send relief for the Gazans and to lift the Israeli blockade for human reasons.
Chris Gunness, The UNRWA spokesperson, has described the Gaza Strip on Sunday, Dec. 15 2013 as a “disaster area”. He called on the international community to send relief for the Gazans and to lift the Israeli blockade for human reasons.
He said: “large areas near the refugee camp of Jabalia in the northern Gaza Strip have become a “lake of up to two meters depth of sink waters engulfing and surrounding the homes of thousands of people.”
Gaza also lives in continuous darkness due the cut of electricity because of the shortage of fuel. Over the last few years, the Gaza Strip has largely relied on the fuel coming in from Egypt through the cross-border smuggling tunnels under Rafah. Egypt has demolished hundreds of smuggling tunnels earlier this year. The Gaza Strip uses about 120 megawatts of electricity purchased from Israel and about 27 megawatts from Egypt.
According to UNRWA, “Everything stops,” says Daulat. She doesn’t just mean the refrigerator, the washing machine and other devices; this Palestine refugee mother means daily life in her neighbourhood of Shajaiya. “Electricity outages paralyze our entire life,” she explains. Since the Gaza Power Plant stopped operating, on 1 November, she’s had to change her entire routine: “I sleep when the electricity is off, and I wake up when it’s on.”
Power outages are something that Gaza has dealt with for years. Israel’s restrictions on the amount of fuel Gaza could import, together with supply from Egypt not always being reliable, meant regular cuts for homes and businesses, hospitals, schools and even basic infrastructure.
But after several years, the shortages have finally grown so severe that the plant can no longer operate at all. Blackouts now last for an average of 16 hours a day. With the essentials of daily life compressed into only a few hours, it is no wonder that Gaza and its residents – young and old, women, men and children alike – are tense and anxious.
For mothers like Daulat, the loss of power has upended their entire routine. For students like her daughter, 17-year-old Khitam, it means a threat to her future as well. She is in her last year of secondary school. “This is crucial for my future,” Khitam says. “I am afraid of how these outages will affect my studies and my achievement.”
The family can’t afford a generator or an emergency light, so Khitam has no option but to study by the light of candles or mobile phones. But candles have their own risks, Khitam adds. “Once, my mother woke up because she smelled smoke – the candle had fallen down on the mattress.”
They were able to extinguish the fire quickly, but now, Daulat stays up until everyone else has gone to bed, to make sure she blows out the candle. And then, until morning, there is darkness. Khitam explains that getting up at night means stumbling over furniture or running into walls; her brother, afraid of going to the bathroom in the dark, has been wetting the bed.
Khitam’s mother asks only that her daughter’s teachers consider the conditions under which the children of Gaza must study and try to learn. But Khitam asks the other question: “How long will this continue?”
